WASHINGTON INTERAGENCY TELECOMMUNICATIONS SYSTEM (WITS) CONTRACT WITH
BELL ATLANTIC -- WASHINGTON, DC, INC. WILL EXPIRE AT MIDNIGHT ON JULY
11, 1999. On January 12, 1989, the General Services Administration
(GSA) awarded the ten year Washington Interagency Telecommunications
System (WITS) contract to Bell Atlantic -- Washington, DC, Inc. The
six-month option to extend services under this contract was exercised
allowing the contract to continue through July 11, 1999. The follow-on
WITS 2001 procurement is being conducted under full and open
competition. Since the WITS 2001 contract will not be fully operational
at the time of the expiration of the current WITS contract, GSA intends
to negotiate an interim sole source Continuity of Services (COS)
contract with Bell Atlantic. The COS period of performance will be 12
months (7/12/99 through 7/11/00) with two 6-month option periods. The
statutory authority for other than full and open competition is 41
U.S.C. 253 (c)(1), only one responsible source and no other supplies or
services will satisfy agency requirements. As the incumbent contractor
with in-place network management, operations and support systems, Bell
Atlantic is uniquely situated to provide WITS services during this
interim period. It is critical to the missions of WITS customer
agencies that WITS services continue uninterrupted, without loss of
functionality, features, or degradation of services while WITS services
are transitioned to the WITS 2001 contract. Vendors who are interest in
this procurement must indicate their interest by April 16, 1999. All
responses from responsible sources will be considered. In additon to
the cost for WITS services, the evaluation shall consider the impact to
switch services, including network features and functionality,
security, disconnect and reconnect of the assets to the WITS network,
and CPE compatibility, provisioning, and maintenance. The Contracting
Officer for this sole source contract is Michael R. Lopez. Mr. Lopez
