DESIGN DUE 050499 POC Carolyn Adams 706-546-2280 A&E services are
required for hydraulic and hydrologic studies and analyses, reports,
and preparation of plans, specifications, and drawings, and cost
estimates for modification of two existing earthen dams (Potato Creek
Watershed Dam No. 6, located in Upson County, Georgia and Pine Log
Tributary Watershed Dam No. 86, located in Gordon County, Georgia) to
be upgraded to comply with current Georgia safe dam criteria for high
hazard dams. This will necessitate studies and analyses in order to
prepare final documents for modifying the sturctures to store or pass
50% of the Probable Maximum Precipitation(PMP) storm flow plus
freeboard for wave protection. These dams were originally designed to
provide a 25-year level of flood protection. Design services will
include preliminary and final design documents consisting necessary
plans, drawings, and specifications needed to install the structural
modifications to each dam that are most cost effective and technically
sound. The duration of the contract allows for 330 calendar days for
preparation of preliminary hydrology and hydraulic reports through
submittal of final design for each dam. Joint venture or
firm/consultant arrangements will be considered and evaluated on a
demonstrated intedependency of the members to provide a quality design
effort. A&E firms which meet the requirements described in this
announcement are invited to submit a completed SF-254 and SF-255 to the
office included in this announcement. Selection will be based upon the
following: (A) Background and experience of the consultant firm
relating to the requirements; (B) Background and experience of the
individuals proposed by the consultant to perform the work required --
licensed professional engineers as follows: (1) Lead Engineer --
minimum of 15 years responsible experience in the design of earthen
dams and be licensed in the State of Georgia; (2) Hydraulic/hydrologic
engineer -- minimum of 10 years responsible experience in the
hydraulic design of dams; (3) Structural engineer -- minimum of 10
years responsible experience in the design of reinforced concrete
structures for dams; and (4) Geotechnical engineer -- minimum of 10
years responsible experience in the investigation and design of
earthfill dams; (C) Capacity to accomplish the work in the required
time; (D) Detailing unique or innovative approaches to the tasks,
special technical skills, innovative designs and techniques; (E)
Demonstrated ability to perform the work and past performance on
contracts with respect to cost control, quality of work, and compliance
with performance schedules; (F) Geographical location of consulting
firm and knowledge of the project locality; and (G) References.
Importance and weight: A & B -- 3 points each; C, D, and E -- 2 points
each; F and G -- 1 point each. This is not a request for proposal.
