Education has a requirement for a large, complex data collection. This
data collection, the College Cost Study(CCS), is designed to collect
data on specific components of college costs or expenditures/expenses
of higher education institutions, to measure these costs according to
the methodology specified by the College Cost Commission and to explore
the relationship between these costs and the tuition and fees charged
by these institutions. The method of data collection will be a computer
assisted institutional data collection protocol(IDCP) that will collect
data primarily found in the administrative records of the sampled
institutions, augmented by interviews with institutional personnel.
This study will culminate in a Congressionally mandated report to be
delivered to Congress by September 30, 2002. RFP ED-99-R-0011 will be
issued on or about 03/31/99. The closing date is 04/30/99. Requests for
copies of the RFP may be made by telephone, mail, E-mail, telegram or
in person. All requests shall reference RFP ED-99-R-0011 and the title
of the RFP. The Request for Proposals can also be found on the
Internet on or about the RFP issue date at http://gcs.ed.gov or
gopher://gcs.ed.gov. Telephone requests may ONLY be placed by calling

Mail or telegram requests shall be sent to the above address. Copies
may be picked up in person on the issue date at the same address. All
responsible sources may submit a proposal which will be considered.
