THIS IS NOT A SOLICITATION. The FHWA plans to negotiate a contract with
the National Academy of Public Administration (NAPA) to conduct a study
of the effectiveness of local elected official participation in
transportation planning and programming. NAPA, a Congressionally
chartered not-for-profit organization, is uniquely qualified to carry
out this study through its unique experience and expertise in analyzing
and evaluating governmental structures and processes. It is uniquely
positioned to take advantage of a broad network of scholars and
practitioners of public administration whose practical experience comes
from every level of government. In addition, NAPA is the only
organization that has such a network already in place and that has a
successful track record for using it to accomplish a great variety of
projects to assist the Federal Government in accordance with its
Charter. This notice is not intended to solicit competitive proposals.
