NASA/LaRC plans to issue a Request for Quotation (RFQ) for an Research & Development Project entitled "Investigating Alternative Solution Procedures for Flexible-Wing SASDO" 1 lot. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Old Dominion University Research Foundation (ODURF), Prof. Gene Hou (Principal Investiagor), unique experience and capability available from only one source. This unique experience and capability was gained in prior NASA sponsored ODURF studies, carried out under NASA Grants NAG-1-1265, NAG-51247 and Contract NAS1-19858 Tasks 100 & 111. These studies dealt with the conception, initiation, development, and demonstration of 1-D, 2-D, 3-D SAADO (Simultaneous Aerodynamic Analysis & Design Optimization) procedures and the formulation of a 3-D direct-differentiation SASDO procedure. All these procedures are non-conventional optimization techniques and only this PI possesses these unique experience and capabilities. Further, there would be substantial duplication of cost for another person to learn these capabilities well enough to perform this task, and such costs are not expected to be recovered through competition. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See Note 22. A determination by the Government to not compete this proposed effort on a full andopen competitive basis, based upon responses to this notice is solely within the discretion of the Government.
