The Bureau of Engraving and Printing (BEP) intends to negotiate and award a sole-source Fixed-Price, Requirements type contract to Westvaco, Westvaco Corporate Center, 1011 Boulder Springs Drive, Richmond, VA 23225, to provide postage stamp paper for use in production of linerless postage stamp coils. The contractor will be required to provide paper suitable for use in the web intaglio, gravure, heatset offset lithographic, and combination intaglio-offset lithographic printing of postage stamps. The paper shall be suitable for application of pressure-sensitive adhesive and release coating for processing into linerless postage stamp coils at the BEP.
