This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. Solicitation NE-15-99 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Circular 97-10. The applicable Standard Industrial Classification (SIC) code is 2836; size standard is 500 employees. The USDA Forest Service is soliciting for the acquisition of 9,350 gallons of Carrier 038, an ihert ingredient. This carrier is the only product to be used with the gypsy moth nucleopolyhedrosis virus product, Gypcheck. This product is needed by April 10, 1999. This product is approved by EPA. The product is manufactured by Abbott Laboratories. The following provisions and clauses apply: Provision 52.212-1, Instructions to Offerors -- Commercial, Instructions to Offerors -- Commercial (no adenda). Evaluation will be in accordance with FAR 52.212-2 based on price and the following other factors which are in descending order of importance: (i) technical capability of the item offered to meet the Government requirement and delivery date; (ii) price; and (iii) past performance.
