This is a combined synopsis and solicitation for commercial items
prepared in accordance with the format in Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the solicitation; proposals are being requested based on
this notice and a written solicitation will not be issued. Reference
Request for Quotation No. DAAD01-99-Q-0015. The solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-10. The applicable SIC code for small

VIDEO NON-LINEAR EDITING SYSTEM (DVNES): C.3.1. SCOPE: C.3.1.1.
PURPOSE: This specification covers the minimum requirements for The
Digital Video Non-linear Editing System (DVNES). The DVNES will be used
to enhance the Cannon video borescope inspection, support research and
development testing and document the process of modeling and
simulation applications. C.3.1.2. GENERAL DOCUMENTATION: The following
documents shall be supplied with the (DVNES): Two complete sets of
operator's manuals or reference manuals. One complete set of back-up
software. Certification that the system software is year 2000
compliant. The Contractor shall accomplish and document modifications
necessary to ensure products previously provided, or products to be
provided or maintained in the future of this contract; to include
hardware, software, firmware, and middle ware, whether acting alone or
combined as a system, shall be Year 2000 compliant as defined in FAR
Part 39. C.3.1.3. OPERATING ENVIRONMENT: The (DVNES) will be capable of
operating under the following minimum operating environment. From 60 to
80 degrees Fahrenheit, between a minimum of 10% to 80 % relative
humidity, minimum power of 120 VAC (+/-10%), and minimum of 60 Hertz.
C.3.2. GENERAL REQUIREMENTS: The (DVNES) shall be a complete turn-key
digital video system. The components of (DVNES) shall be new. No
demonstration or used components shall be acceptable. The system shall,
at a minimum, consist of a system computer and digital video system
software. C.3.2.1. System computer shall be Windows NT consisting of
the following minimum components and features: C.3.2.1.1. Single
processor with minimum 333 MHz and INTEL 440 LX chipset. C.3.2.1.2.
Hard drive with a minimum of 6.0 GB. C.3.2.1.3. RAM with a minimum of
256 MB (additional FMEM 18907 shall be included). C.3.2.1.4. External
hard drive shall be a JEMS D2LCC36J4 36GB (2X18 GB), low voltage
differential disk array, in 2 bay Jemini fixed enclosures (10000 rpm)
or equivalent. C.3.2.1.5. Low voltage differential host bus adapter
shall be JEMS at-LVD-SC or equivalent. C.3.2.1.6. Graphic accelerator
shall be the AGP Matrox Millennium G200 or equivalent. C.3.2.1.7. Video
shall be Intergraph TDZ 2000 Video-1 or equivalent. C.3.2.1.8.
Monitors: The Contractor shall provide at least two (2) each high
resolution color monitors, which are at least a minimum of 17" and
21"respectively. C.3.2.1.9. Cabling: The Contractor shall provide all
required cables, as a minimum, they shall include: a) BNC plug to BNC
plug. b) 4-pin plug to 4-pin plug S-Video. c) S-VHS breakout cables. d)
2-phono RCA plugs to 2 phono RCA plugs. e) XLR plug to XLR jack audio
cable. C.3.2.2. Digital Video System Software: Shall possess the
capability and consist of the following minimum functions: C.3.2.2.1.
Encryption-based serialization. C.3.2.2.2. Component breakout box.
C.3.2.2.3. NTSC or PAL, user-selectable C.3.2.2.4. RCA and XLR audio.
C.3.2.2.5. Image quality shall be at least 150 KB/ frame NSTC and 180
KB/ frame PAL. C.3.2.2.6. View or record 32-bit animations out to
videotape in real time. C.3.2.2.7. Vincent Digital Video Engine.
C.3.2.2.8. Picture compression of at least 4:1. C.3.2.2.9. Composite,
S-Video, and Y, R-Y, B-Y component Video input /output. C.3.2.2.10.
Display and digitize: 640 x 480 NTSC. 768 x 576 PAL. 720 x 486 NTSC.
720 x 576 PAL. C.3.2.2.11. Quick-Time code, Previews, and Transitions.
C.3.2.2.12. Real-Time Audio Crossfades. C.3.2.2.13. Professional Audio
meters. C.3.2.2.14. Rendered motion paths, picture-in-picture, and

workstation version 4.0 and Service Pack 3 or later. C.3.2.2.28.
Quick-Time version 3 or later for Windows NT. C.3.3. QUALITY ASSURANCE
PROVISIONS: Before acceptance, the Contractor shall install, set-up
and demonstrate (turn-key) the DVNES. The Contractor shall warrant all
components for at least one year from the time of Government
acceptance. The Contractor shall provide the technical support
(telephonic and modem) and software updates at NO CHARGE for at least
one year from the time of Government acceptance. C.3.4. DELIVERY: The
Contractor shall deliver and install the DVNES within 45 days after
contract award date. C.3.5. INSTALLATION AND TRAINING: The Contractor
shall deliver the DVNES, install on site at USAYPG and provide on-site
training to a maximum of three (3) personnel selected by the
Government. The Contractor's training shall include, as a minimum,
detailed system and software operation. (end of specification). All

MST. The contractor certifications required by FAR 52.212-3 and DFARS
252.212-7000 must be completed and submitted in full text with your
