NAVSTAR Global Positioning System (GPS) Joint Program Office (JPO),
Defense Advanced GPS Receiver (DAGR) project office, herewith provides
the following information: There is an upcoming GPS Joint Program
Office (JPO) DAGR Industry Days meeting planned. The JPO is considering
a new acquisition strategy that would maintain competition throughout
the production of DAGR. The approach under consideration is to compete
on a regular basis for percentage shares of the production quantities
between contractors offering Form, Fit and Function (F3) equivalent
units. The goal is that these F3 units would be transparent to the user
for operations and training. We solicit your input on this approach. We
are particularly interested in feedback on the degree of
standardization achievable, including implications for adapters and
accessories, and the best method and timing for developing the F3
definition. Because of this possible change in acquisition strategy,
the planned RFP release date of 2 April 99 will be delayed. The
meetings will take place at Los Angeles Air Force Base, CA starting on
Wednesday, 24 March 99, proceeding through Friday, 26 March 99.
Visitors must enter the complex through Bldg 110. The general briefings
on Wednesday, 24 March 99, are scheduled for Bldg 120, room 1032, the
GPS Conference Room. The individual sessions will be in the same room.
The format of the meetings will be as follows: Wednesday, 24 March
Morning (0800-1100) -- Information Briefings, (Potential Primes &
Subcontractors) -- DAGR Program Strategy Presentation -- BREAK --
Question / Answer Session Afternoon (1230-1700) -- Individual Sessions,
(Potential Prime Offerors) 1230-1430 Prime A -- Reserved 1500-1700
Prime B -- Reserved Note: Due to space limitations, we ask that each
contractor bring no more than three (3) individuals to the general
information sessions. Thursday, 25 March Morning (0800 --
1230)-Individual Sessions, (Potential Prime Offerors) 0800-1000 Prime

sessions will be handled on a "first come, first served" basis. The
format of the discussion will be left entirely to the potential prime
offeror, and there is no limit to the number of personnel you may
include in the meeting. At this time we do not anticipate any of the
meetings will be classified. If during the individual sessions you
foresee the need to discuss classified topics please inform Misty
Honeywell. Also, we would like everyone to send a list of the people
who plan to attend both the general and the individual sessions to

intend to award a contract on the basis of information submitted nor
otherwise pay for information solicited. Also, be advised that an
Ombudsman has been appointed to hear concerns from potential offerors
during the planning phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the System Program
Director or the Contracting Officer, but to assist in communicating
offeror concerns, issues, disagreements and recommendations to the
appropriate Government personnel. When requested, the Ombudsman will
maintain strict confidentiality as to the source of the concern. The
Ombudsman does not participate in the evaluation of proposals or inthe
