is a Request for Proposal for Army, Marine Corps and Air National Guard
requirements for Enhanced Position Reporting System (EPLRS) Receiver
Transmitters (RTs) and associated provisioning spare parts, based upon
the latest approved acquisition objective for each service. EPLRS
serves as a digital data communications backbone system serving Army
echelons at Brigade and below. Sole source negotiation with Raytheon
Systems Company (formerly Hughes Aircraft Company)is proposed for this
Acquisition pursuant to FAR 6.302-1(b), Only One Responsible Source.
The Government does not possess adaquate technical data to define the
performance or interface requirements for EPLRS that precludes a
competitive acquisition. Raytheon Systems Company is the developer and
manfacturer of the various configurations of EPLRS. This acquisition
will call for a quantity of 1500 NSN 5820-01-457-0012 Automiated Data
Distribution System Interface (ADDSI) type EPLRS RTs for Army
requirements under a two (2) year multi-year arrangement for FY99 and
FY00. Req1uirements for other customers, including 423 ADDSI type EPLRS
RTs for Marine Corps requirements, 4 ADDSI type EPLRS RTs for PM Air
Traffic Control (ATC) requirements, 20 ADDSI type EPLRS RTs for Navy
requirements and 22 NSN 5820-01-457-2955 Situational Awareness Data
Link (SADL)1553 type EPLRS RTs for Air National Guard (ANG)
requirements will be acquired at time of Contract award. The delivery
of RTs under this acquisition shall commence fifteen (15) months after
contract award at a mothly productiopn rate of 120 RTs per month.
Delivery destinations are undetermined at this time given the latest
EPLRS Fielding Schedule. This acquisition will include options for FY00
and FY 01 to acquire up to an additional 3,000 EPLRS RTs of either
ADDSI type or SADL 1553 type configuration. The proposed contract
action for this acquisition is a new work modification to the current
full rate productioncontract for EPLRS RTs, Contract No.
DAAB07-97-C-C775. The Government willconsider any proposal submitted in
response to this solicitation. The U.S. Army Communications Electronics
