Biological Chemical Command (SBCCOM) has a requirement for 100 and 200
cubic feet per minute (cfm) radial configured filter sets containing
a particulate filter inside a gas filter. These filters are components
of Filter Systems providing positive pressure collective protection
against Nuclear, Biological and Chemical (NBC) threats. The filters
remove toxic gases and particles from contaminated air drawn from the
environment and provide clean, breathable air to mobile and permanent
shelters. The particulate filter utilizes a glass microfiber media per
US Military specification MIL-F-51079 and/or ASME AG-1, Section FC,
Appendix FC-I to remove biological agents and chemical aerosols at an
efficiency rate of 99.97% at .3 microns. Air initially passes through
this media, which is pleated to increase the surface area, before
moving to the gas filter element. The filters utilize high-grade
ASZM-TEDA carbon to remove gaseous chemical agents not filtered by the
particulate media. ASZM-TEDA also provides increased moisture
tolerance and extended filter life. The gas filter contains no
whetlerite carbon. As life support items, these filter sets have
stringent physical and chemical agent requirements. Construction of the
gas filter requires experience in carbon filling. Only contractors
having demonstrated success in manufacturing filters to such critical
standards will be considered. The filters are packed in hermetically
sealed shipping containers for transport and long term storage. 100
cfm: The M48A1 filter set is a self-contained filter with both the gas
and particulate filter elements housed in one canister. NSN:
4240-01-363-1311, Part Number 5-19-7435, Filter, Gas-Particulate, NBC,
100 cfm, per purchase description EA-F-1284. The inspection criteria
may be based on a program equivalent to one of the commercially
available systems, e.g., ISO/QS/ANSI/ASQ or a procedure approved by the
procuring activity. The filter is comprised of two concentric
compartments: The inner compartment is for particulate filtration and
the outer one is for gas filtration. The dimensions of the combined
filter are 11.88 inches outside diameter by 12.63 inches in length.
Body is made of aluminum alloy. Anticipated five-year requirements of
the 100-cfm filter are: FY99 1343 ea. FY00 1511 ea. FY01 1460 ea. FY02
1469 ea. FY03 1498 ea. 200 cfm: The M56A1, Type II filter set is the
standard 200cfm filter in wide use by the US Military. It is used from
US Army and US Air Force collective protection shelters to US Navy
shipboard collective protection systems. NSN: 4240-01-369-6533, Part
Number 5-19-6722, Filter, Gas-Particulate, NBC, 200 cfm, MIL-F-51527.
The Type II is comprised of two concentric filters: The inner
compartment is for particulate filtration and the outer one is for gas
filtration. The dimensions of the gas filter are 16.69 inches inside
diameter by 21.43 inches outside diameter by 10.19 inches tall. The
dimensions of the particulate filter are 12.08 inches inside diameter
by 16.64 inchesoutside diameter by 10.13 inches tall. Body of both
filters is aluminum alloy. Anticipated five-year requirements of the
200-cfm filter are: FY99 4127 ea. FY00 6362 ea. FY01 5593 ea. FY02 6185
ea. FY03 2327 ea. This is a best value trade-off analysis procurement,
and past performance, technical and quality factors will be evaluated
along with price. Offerors are advised that this action contains
special responsibility criteria in the area of past performance.
Offerors must demonstrate successful past performance in the
manufacture of canisters or filters with carbon filling. Commercial
equivalents meeting the requirements may be submitted for evaluation.
Award of a long-term contract is anticipated. The total estimated
five-year quantity is 7,281 ea. 100 cfm filters and 24,594 ea. 200 cfm
filters. The ordering limitation maximum annual quantity is 2,000 ea.
100 cfm filters and 7,500 ea. 200 cfm filters. The ordering limitation
maximum total quantity is 10,000 ea. 100 cfm filters and 37,500 ea. 200
cfm filters for all five years. FOB is origin. All or part of this
action is unfunded. This solicitation is restricted to US and Canadian
