a requirement for Ship Self Defense System (SSDS) for the CVN-68. The
SSDS for CVN 68 is developed from the SSDS MK 1 baseline. The SSDS
provides enhanced capabilities for Mission Force Protection in support
of the AAW Capstone Requirements against ASCM threats. The program's
objective is to develop an integrated, coherent ship's real time
command support system that will increase operational capabilities;
implement Open System Architecture and COTS based equipment based on
the SSDS MK2 design; and provide integration with the Advanced Combat
Direction System (ACDS) Block 1, the Cooperative Engagement Capability
(CEC) Baseline 2.1 and sensor/weapons systems which are organic to and
outside the battle force. This acquisition will provide the equipment,
computer programs, system integration, logistics and training efforts
for the SSDS associated with the CVN-68. Raytheon Systems
Company/Naval and Maritime Systems (Raytheon NAMS) of San Diego,
California is the design agent and producer of SSDS MK1/MK2 and ACDS.
The SSDS for CVN 68 PSA is developed based on the SSDS MK1/MK2
functionality, and integrates with the Advanced Combat Direction System
(ACDS) Block 1 and the Cooperative Engagement Capability (CEC) Baseline
2.1. The SSDS MK1 EMD effort was contracted with Raytheon on a sole
source basis in FY96 under contract N00024-96-C-5407. In addition, the
SSDS MK2 effort was also contracted with Raytheon on a sole source
basis in FY98 under contract N00024-97-C-5466 and in FY99 under
contract N00024-99-C-5108. Raytheon NAMS possesses the most current
experience in Navy control system technology as design agent for SSDS
and ACDS. The SSDS requirement for CVN 68 is of a complex design and
urgent shipbuilding schedule, and would require substantial investment
in both time and money to qualify another source. This development
will be added to the current SSDS development contract
