Administration, National Weather Service, Office of Hydrology, Silver
Spring, MD, intends to negotiate on a sole-source basis with Georgia
Tech Research Corp, Atlanta, GA, to conduct a baseline simulation
analysis of the Nile River basin above the High Aswan Dam using the
Georgia Tech Decision Support System. This is a combined synopsis
solicitation using simplified acquisition procedures. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The following FAR provisions
apply to this acquisition; 52.212-1 Instructions to Offerors-
Commercial Items, 52.212-3 Offeror Representations and
Certification-Commercial Items, 52.212-4 Contact Terms and Conditions-
Commercial Items, 52.212-5 Contract Terms and Conditions Required to
Implement Statutes or Executive Orders- Commercial Items. The
information document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-10. Vendors who
believe that they can meet this requirement must demonstrate they can
evaluate water use scenarios, and provide planners and decisions makers
with an objective tool to base planning and operational decisions for
water resources management. This system must be completed and
implemented by Sept 30, 1999. The SOW and specifications are posted at

Offerors who believe they can satisfy the requirement must demonstrate
their ability in writing. All written responses must include a written
narrative statement of capability, including detailed technical
information and other technical literature demonstrating the ability to
meet the above requirements. The response must be sufficient to permit
agency analysis to establish a bona fide capability to meet the
requirements. A proposal detailing cost to be included. Failure to
submit documentation may result in the Government proceeding as stated
above. A determination by theGovernment not to open the requirement to
competition based upon responses to this notice is solely within the
discretion of the Government. A fixed price purchase order is
contemplated. Affirmative written responses must be received no later
