Operations Office (OAK), intends to issue a Request for Proposals (RFP)
for Phase I of the environmental remediation of the Separations Process
Research Unit (SPRU) located at Knolls Site of the Knolls Atomic Power
Laboratory (KAPL) in Schenectady, New York. SPRU is an inactive
complex that was used as a pilot plant for developing the chemical
processes for extracting both uranium and plutonium from irradiated
fuel. The SPRU complex, maintained in protective storage by KAPL for
the DOE, consists of the main G-2 and H-2 Buildings as well as
ancillary structures. Building G-2 was built to house the SPRU pilot
plant and Building H-2 was primarily built to function as a waste
process plant for SPRU. As a result of the operations performed in the
SPRU facilities, the surrounding grounds, including groundwater,
became contaminated radiologically and possibly chemically. The SPRU
facilities will be decontaminated and demolished, the surrounding
contaminated soils remediated for unrestricted use, and the onsite
contaminated groundwater remediated to negotiated clean-up limits
consistent with standards, requirements, criteria, or limitations that
are determined to be legally applicable or relevant and appropriate
(ARARs). Environmental remediation of the SPRU complex will be
accomplished in three Phases. Phase 1 of the SPRU remediation effort
consists of: 1) identifying the specific nature and extent of
contamination of the facilities and of the surrounding environmental
media (including surface and subsurface soil, surface water and
groundwater); 2) evaluating characterization alternatives/technologies;
3) conducting RCRA Facility Investigations (RFI) for SPRU Solid Waste
Management Units (SWMUs) and Areas of Concern (AOCs); 4) inputting data
into pathway analysis/dose risk assessment models for determining
site-specific derived concentration guideline levels; 5) estimating the
occupational and public health and safety impacts during remediation;
6) disposing of waste generated as a result of Phase I activities; and
7) implementing interim corrective measures if required. The period of
performance for the Phase I effort is estimated to be seven years.
Phase 2 consists of: 1) evaluating remediation
alternatives/technologies; 2) facility decontamination and
dismantlement; 3) waste disposal; and 4) the selection and
implementation of corrective measures for SPRU areas requiring further
RCRA corrective actions. Phase 3 consists of confirmatory, final and
site surveys. THIS RFP IS FOR PHASE 1 CHARACTERIZATION ACTIVITIES ONLY.
The RFP is scheduled to be issued on or about April 7, 1999. A
Pre-proposal Conference and Site tour will be conducted at KAPL
approximately thirty (30) days after the RFP is issued. This RFP will
be issued electronically. HARD COPIES OF THE DOCUMENT WILL NOT BE
PROVIDED. Potential offerors interested in reviewing the RFP or wishing
an electronic copy may download it on or after the issue date by
accessing the OAK Homepage at the following internet address :
http://www.oak.doe.gov. Potential offerors experiencing difficulties in
accessing the RFP via the internet may request a copy of the RFP and
associated documents on a CD -- ROM. The CD-ROM will contain all the
documents available on the OAK Home Page: the RFP, drawings of the SPRU
complex, a 1992 SPRU Characterization Report, a Current Status Report
of the SPRU Complex, a 1993 SPRU Cost Estimate, soil survey reports,
Federal Facility Compliance Act Site Treatment Plan Compliance Volume
for the KAPL site, and an abbreviated KAPL-Knolls Site RCRA Facility
Assessment Preliminary Review/Visual Site Inspection Report for SPRU
areas. The OAK Homepage and CD-ROM will not contain DOE Orders,
Standards, guidance documents and manuals. However, internet linking
addresses for these documents will be posted on the OAK Homepage. Each
potential offeror will be provided one (1) copy, if requested, of the
CD-ROM. CD-ROMs will be mailed to potential offerors via the U.S.
Postal System, first class mail. To obtain a disk, potential offerors
must submit a written request along with a self addressed CD-ROM mailer
with sufficient postage to Robert Kong, U.S. Department of Energy,
Oakland Operations Office, 1301 Clay Street, Room 700N, Oakland,
California 94612-5208. Potential offerors who request a CD-ROM but fail
to provide a self addressed, stamped CD-ROM mailer will not be sent a
CD-ROM. In the event of any conflict between the RFP/documents on the
internet and the RFP/documents on CD-ROM, the internet version will
prevail. Amendments to the RFP will not be released on CD-ROM. This
solicitation will be issued electronically as will any amendments
thereto. The Government, therefore, is under no obligation and is in
fact unable to maintain a potential offerors mailing list. It is
incumbent upon any interested parties to periodically access the OAK
Homepage in order to obtain any amendments which may be issued. Failure
to obtain any said amendments and to respond to them prior to the date
and time set for receipt of proposals may render a potential offerors
proposal nonresponsive and result in rejection of the same. See
