and Missile Systems Center and 61st Air Base Group are releasing a
Request for Proposals (RFP) for performance of Traffic Management
Office (TMO) Services. Proposals received will support a study under
OMB Circular A-76 to determine whether accomplishing the TMO services
under contract, or by Government performance is more economical. Under
this procedure, there is a preliminary competition among offerors to
select the most advantageous offeror. This offer is then compared with
the Government's in-house bid, developed using the Air Force COMPARE
software. The Industry Day visit for this requirement is scheduled for
25 Mar 1999. If you plan to attend the Industry Day please contact
Colleen Trickey not later than 2 days prior to the visit. This
announcement augments the government's previous announcement published
on 14 Oct 1998. The RFP will be made available through electronic data
interchange on the Los Angeles Air Force Base web page on or after 10

The closing date for receipt of all proposals is 8 Apr 1999 at 3:00
p.m., Pacific Daylight Time. Interested offerors must ensure that their
proposals arrive at the address shown in item number 7 not later than
the date and time shown above. This proposed acquisition is a
competitive set aside under Section 8(a) of the Small Business Act. The
Standard Industrial Classification (SIC) Code for this acquisition is
4789, size standard $5 million. The estimated value of this acquisition
is less than $5 million for a performance period of 5-years. All
responsible sources who meet the submission deadline shall be
considered. The estimated decision date for determining whether the
operation should be performed by the Government or a contractor is 7
May 1999. The solicitation will be canceled if bids/proposals received
are higher than the current cost of in-house operations. Posted
