Naval Sea Systems Command is seeking to identify sources capable of
providing a high speed (35 knots or more), Roll On -- Roll-Off ship /
ferry for a 3 to 6 month charter. The ship is desired to have a
capacity in excess of 100 automobiles and up to 10 tractor-trailers if
space is available. An evaluation of the ship to perform military
logistic missions will be performed. The desired location for the
evaluation is the East Coast of the United States. Demonstration is
also desired in an open ocean environment for a period of time
simulating, or performing, a 3000 nautical mile un-refueled run. This
may include an Atlantic Ocean crossing. However, similar operations in
other locations will be considered if cost effective. Temporary
instrumentation will be installed to record performance and structural
data. The duration of the evaluation will depend on the charter rate
and conditions. It is intended to charter a ship during off-season to
obtain the most favorable rates to the Government. The charter could
commence any time after October 1999. Interested parties are invited to
respond to this Sources Sought Announcement by providing, at a minimum,
the following: (1) designation of proposed ship; (2) physical
characteristics including full load displacement, length, beam, draft,
year built, classification society, propulsion machinery type and
power; (3) capacities including lane meters of vehicles at
corresponding vehicle heights, number of passengers, number of crew,
and maximum fuel capacity; (4) performance including speed at full load
displacement and 80 percent maximum continuous rating of engines and
corresponding fuel rate; (5) approximate charter rate in U.S. dollars
per day including crew; (6) other relevant terms and conditions; and,
(7) illustrative drawings such as an inboard profile, deck
arrangements, and an outboard profile/photograph. More than one ship
may be proposed. Initial non-binding expressions of interest (without
the details described above) and comments or questions are requested by
2 April 1999. Responses to this Sources Sought Announcement shall
provide a succinct response to this announcement and should not exceed
a maximum of 5 pages per ship. Two copies of the response to this
announcement are due on or before close of business on 23 April 1999
