Devos, kdevos@ems.jsc.nasa.gov. NASA/JSC plans to issue a Request for
Offer (RFO) for the purchase of high pressure isolation valves -- four
(4) ground test units and nine (9) flight units -- for use on the X-38
V-201 space test vehicle. This test vehicle is planned for a
deployment from the Space Shuttle in late 2000. The vehicle will make
use of pressurized nitrogen gas as the propellant in the attitude
control subsystem (ACS). The ACS is a pressure-regulated propulsion
system which is used to maintain spacecraft attitude during on-orbit
and high altitude entry phases of spacecraft flight. In order to meet
program schedule, proposals for existing designs or existing products
compatible with the statement of work are encouraged. It is the
intention of the Government to award a single contract for the
production of isolation valves. The Government intends to acquire a
commercial item using FAR Part 12. The SIC Code and Size Standard are
3769 and 1000 employees, respectively. The DPAS Rating for this
procurement is DO-C9. The provisions and clauses in the RFO and model
contract are those in effect through FAC 97-10. All qualified
responsible sources may submit an offer which shall be considered by
the agency. The anticipated release date of the RFO is on or about 22
March 1999 with an anticipated offer due date of on or about 12 April
1999. An ombudsman has been appointed -- See Internet Note "B". The
solicitation and any documents related to this procurement will be
available over the Internet. These documents will be in Microsoft
Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0) format and will
reside on a World Wide Web (WWW) server, which may be accessed using a
