Financing Administration (HCFA) is seeking to identify sources of
services to provide social marketing and communications support for all
activities associated with the Medicare, Medicaid, and Children's
Health Insurance Program (CHIP), and HIPAA (approximately 70 million
people). HCFA is seeking small business contractor(s) that have
demonstrated extensive experience in providing a full-range of
activities associated with researching, developing, producing,
delivering, and evaluating program and health-related materials for
national campaigns and initiatives that must be coordinated with
central and regional offices, HCFA agents, and other partners. These
activities include: (1) conducting formative research on a nationwide
level (both qualitative and quantitative) to document program
requirements, segment HCFA's audiences into homogeneous groups, collect
consumer-based data, and to develop, test, and refine program and
health-related messages for targeted HCFA audiences; (2a) developing
and delivering major public relations campaigns to reach as many as 39
million beneficiaries that would include, but is not limited to, print
media (e.g., newspapers, magazines, bulletins), electronic media (e.g.,
TV and radio programs, commercials, and public service announcements),
mass transit advertising, Internet web pages, press kits, direct mail,
and interpersonal community outreach; (2b) working with message
writers, graphic artists, desk-top publishers and print vendors who are
experts in producing high-quality print materials; (2c) working through
talent agencies to hire producers, directors, script writers, actors,
and various other production staff (e.g., film crews, sound engineers,
editors) for electronic mass media; (2d) working through media brokers
to purchase air time and print space; (3) developing and applying
rigorous quantitative measures to track and evaluate the effectiveness
of all national program and health-based outreach activities (many of
which occur simultaneously) performed or authorized by HCFA; (4)
working with HCFA to write and publish journal articles associated with
its health-based social marketing and communications activities; (5)
planning, coordinating, and conducting seminars, workshops, and other
oral presentations before various HCFA components, Departmental and
Congressional staff, and advocacy organization on topics associated
with HCFA's program and health-based social marketing and communication
activities. Interested small businesses shall submit a written
capability statement no later than 2:00 PM EST on March 25, 1999. The
statement is limited to twenty (20) pages and shall be substantiated by
complete and detailed technical literature. At a minimum, the following
shall be address: (1) experience with same or similar activities listed
above; and (2) identify the location of the facility that would be
performing the work. Firms must specify a name and telephone number of
a point of contact. The applicable SIC code is 7311. The purpose of
this Sources Sought synopsis is to identify potential responsible small
business sources only and does not constitute a Request for Proposal.
The Government does not intend to ward a contract on the basis of this
notice or otherwise pay for any information solicited. Documentation
