is a COMBINED SYNOPSIS SOLICITATION for commercial items prepared in
accordance with information in FAR subpart 12.6 as supplemented with
the additional information included in this notice. This announcement
constitutes the only solicitation. PROPOSALS ARE BEING REQURESTED AND
A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number is
RP120099008 and is issued as a Request for Proposal (RFP). The proposal
should be the standard product literature including the cost, in
accordance with commercial item procedures. This procurement is
unrestricted and is being advertised as full and open competition.
Specifications for a 23' X 9' aluminum hull rigid inflatable boat and
trailer. Hull: The length from the bow section of the tube to cone on
aft end of the tube not including the outboard bracket shall be 23
feet. The beam shall be 9 feet inflated with a 5'4" inside beam when
inflated. The hull shall be .250 of 5086 aluminum with a 24 degree
deadrise. The deck shall be of .190 aluminum and self-bailing covered
with non skid. The deck shall be self-bailing with non-return scuppers.
The deck shall have a soft patch over a 100 gallon fuel tank placed at
the LCG. The tank shall have longitudinal girders from the transom and
shall be welded continuously. The tank shall be secured on rubber
gaskets. There shall be 2" x 2" x 1/4" "T" bar longitudinal on 12"
centers across the hull and running full length. There shall be a 3/8"
x 3" stern bar at the joint of the two hull plates at the keel
continuously welded inside and out. Cross frames shall be constructed
from .190" 5086 aluminum and shall be welded in place at 24" centers in
the forward half of the vessel and 30" centers aft. T Top: The all
welded aluminum will cover the center console and will extend forward
12" and behind the operator and bolster 12". The rear portion of the
"T" top there shall be a radar arch built into it and extending above
the top to hold a government furnished radar unit. The arch shall also
serve as support for the top. The top shall have removable side
curtains and a back drop. There shall be a forward windshield going to
the top of the "T" top of tempered safety glass with a windshield
wiper. There shall be a closed radio box built into the "T" top.
Government furnished electronics shall be installed. The console shall
be lockable and have shelves. The dual engine binnacle control shall
be mounted on the starboard side of the console on a specially
constructed boss for correct mounting angle. Inflatable Tube: The tube
shall be a minimum 22" diameter and of 40oz welded polyurethane
construction. There shall be five compartments with four baffles
separating them. There shall be a fill/pressure relief valve for each
compartment. The outside perimeter shall have a 7" fender strip
laminated to the tube and below there shall be a 40oz chafe strip.
There shall be two hull attachment flanges around the underside
perimeter of the tube. These flanges shall interface with the
corresponding male flange on the hull. The tubes shall have eight
"D"rings and sunbrella tube covers attached over the top and side of
the tube. There shall be lettering and a diagonal slash built into the
tube. The lettering shall read NATIONAL PARK SERVICE and shall be
approximately 4"size. Outboard engine and bracket: There shall be a 25"
outboard bracket welded to the transom that is an extension of the boat
bottom to the outboard mounting plate. This bracket shall be sealed and
buoyant to support the weight of two 130hp four-cycle outboard motors
with props. There shall be a welded aluminum protection bar around the
motors. Paint: All aluminum inside the hull, console and "T" top shall
be gray solatone. The bottom shall be bottom painted. Other: (1) A
storage seat built into and forward of the console. (2) Two mooring
bits. (3) 3 cleats on each side (inside). (4) A dive door with steps
that is hinged and lowers into the water. (5) One 2000gph bilge pump
with auto switch. (6) Two batteries sized for the engine and
electronics. (7) Two-hour meters. (8) Hydraulic steering. (9) Trim
tabs. (10) Two marine grade 12 volt adapters into the dash of the
console. (11) Two halogen deck lights mounted on the "T" top. (12)
Install government furnished electronics. Trailer: There shall be a
tandem painted or galvanize trailer bunk type designed to transport
this boat on highways. There shall be a hand winch with at strap and
rear tie downs. Unit shall be delivered within 120 calendar days, or
less, from the date the purchaser places the order. Clauses/provisions:
FAR Clause 52.212-1 "Instructors to Offerors-Commercial," is hereby
included by reference. FAR provision 52.212-2 Evaluation-Commercial
Items applies to this solicitation and the following evaluation
criteria (arranged in their order of importance) shall be used to
evaluate offers: (1) Reliability (2) Past Experience (3) References (4)

Certifications-Commercial items shall be competed and submitted with
the proposal. FAR Clause 52.212-4 Contract Terms and
Conditions-Commercial Items, hereby applies to this solicitation. FAR
Clause 52.212-5 Contract Terms and Conditions Required to Implement
Statutes or Executive Orders-Commercial Items applies to this
