DSCC MOVES TOWARD PAPERLESS CONTRACTING In order to achieve DoD's overall goal of paperless contracting by the year 2000, DSCC will be making a number of important changes to its business rules for requirements under the Simplified Acquisition Threshold (SAT). Solicitation Distribution: Today, DSCC solicits competition orally or by mailing paper copies of solicitations to suppliers on its source list(s). Firms who were not initially solicited obtain copies of Request for Quotes (RFQs) from the Web at "www.dscccols.com" or "http://progate.daps.mil/". Commencing on or about March 29, 1999, DSCC will discontinue mailing paper copies of its automated RFQs ("T" solicitations valued at $25,000 or less, and newly created "U" solicitations valued at $2,500 or less). Competition will be solicited through the electronic postings on our Web, or orally. For sole source acquisitions, fax/email notification will be provided. Specific dates for cutting off paper solicitation of all other DSCC RFQs will be announced. Electronic Quoting: In the near future,DSCC plans to expand the electronic quoting capabilities currently available on its Electronic Bid Board (EBB) to the Web. The Web-based quoting system will provide easier access and greater functionality and, after a short transition period, will replace our current EBB in its entirety. While electronic quoting is currently mandatory for "T" and "U" solicitations and optional for all other DSCC RFQs, after the transition to Web-based quoting the plan is to require electronic quoting for all our RFQs. Specific dates for implementation will be announced. Award Distribution: On or about March 29, 1999, copies of DSCC purchase and delivery orders (DD Form 1155s) that do not require a contractor signature will be posted on the Web at "http://progate.daps.mil/" for search and download. In the near future, DSCC plans to discontinue mailing the paper copies of these orders. If you are one of our Electronic Data Interchange (EDI) capable trading partners you may receive the order via EDI. If you are not able to accept our EDI transaction or if the order is generated from a non-EDI system of ours, it will be mandatory to download the order from the Web. Email notification of the order will be provided to contractor's who register to receive such notice. Specific dates for implementation will be announced.
