301-757-9072 The Naval Air Systems Command, Naval Air Warfare Center
Aircraft Division intends to procure Contractor Advisory and Assistance
Services to provide domestic and Foreign Military Sales (FMS)
engineering, technical, management, financial, and acquisition and
production of Government Furnished Equipment (GFE) support services for
the F/A-18 Program Management Air (PMA-265) office. This procurement is
planned as a multiple award competition with two Lots. One contractor
will be selected for each Lot. Lot I includes the engineering,
technical, management and financial support effort and Lot II includes
the technical services in support of acquisition and production of the
F/A-18 and GFE. Lot one will be processed as a full and open
competition and Lot Two is restricted to a 100% small business
set-aside for firms whose average annual receipts for the preceding
three fiscal years do not exceed $20 million. Both Lots are under
Standard Industrial Code (SIC) 8711. Solicitation N00421-99-R-1184 will
result in two Time and Material (T&M), Indefinite Delivery/Indefinite
Quantity (IDIQ) ordering contracts each for one base year and four one
year options. For Lot I, the estimated minimum ordering requirement is
expected to be 92,550 labor hours per year. The estimated maximum
ordering requirement is expected to be 308,500 labor hours per year.
For Lot II, the estimated minimum ordering requirement is expected to
be 15,600 labor hours per year. The estimated maximum ordering
requirement is expected to be 52,000 labor hours per year. Due to the
nature of the requirement, the contractor must maintain facilities
located within thirty (30) miles of the main gate of Naval Air Station,
Patuxent River, MD. Lot I is currently performed by Veda, Inc. under
contract N00019-94-D-0262. Lot II is currently performed by National
Systems Management (NSM) under Omnibus contract N00019-95-D-0178,
delivery orders 0092, 0094, 0099, 0108, 0109, 0110. The Freedom of
