The Space and Naval Warfare Systems Center, San Diego (SPAWARSYSCENSD)
Manufacturing Technology Office, is seeking sources to submit a white
paper to establish a Software Center of Excellence. The Software
Center will address issue related to low-cost software design and
development, software engineering, and software management for Fleet
systems. Areas of interest include reusable software, distributed
collaborative planning, modeling and simulation, virtual reality,
compatibility of software development tools, cost management and
estimating, portability, and compatibility between legacy (stove-piped)
systems software and newer integrated software. Interested parties
should submit a written description of their company including
expertise relating to the above areas. Respondents should explain what
they could offer to a Software Center of Excellence, plus identify any
major issues that they fee the Software Center should address. Prior
consortium memberships or affiliations with universities should
belisted, along with particular experience in Navy or other DoD
software projects. Since Navy Centers of Excellence are consortiums
subsidized by both Navy and Non-Navy funds, respondents should identify
other funding sources such as State or Local levels. Submissions should
not be more than two pages and should be on company letterhead.
