Management (BLM) at the National Interagency Fire Center (NIFC) intends
to negotiate with only one source under the authority of FAR 6.302-1
using Simplified Acquisition Procedures (SAP) to acquire 2 each
communication systems analyzers, 2 each hardware modules, 2 each APCO
Project 25 transmission formats, 2 each encryption options, and 2 each
5-year extended warranties with calibration. The Government believes
the only responsible source that can satisfy the agency requirements is
Motorola, Inc., Route 1, Box 7, Valleyford, WA 99036. A justification
for other than full and open competition has been prepared in support
of the acquisition. The following specifications apply to this
requirement. The RF signal generator shall have: (1) frequency: (a)
range: 400 Khz to 1 GHz; (b) resolution: 100 Hz; (c) accuracy: .5 ppm
per year; (d) stabilization time: .1 second; (2) output: (a) range FM:
-130 to 0 dBM; (b) range AM: -130 to -3 dBM; (c) accuracy: 2 dB from
-80 dBM to -130 dBM, 3 MHz to 1 GHz; (3) sweep generator: (a) range:
400 Hz to 1 GHz; (b) resolution: 100 Hz; (c) sweep width: selectable up
to 5 MHz of center frequency; (d) output: -130 to 0 dBM; (e) accuracy:
same as above; (4) duplex generator: (a) range: 400 Hz to 1 GHz; (b)
resolution: 100 Hz; (c) output: -130 to 0 dBM; (d) frequency offset: 0
MHz to 55 MHz in 5 Khz steps; (5) spectral purity: (a) spurious: -35
dBC within 20 MHz of selected carrier frequency; (b) harmonics: -20
dBC; (6) FM modulation: (a) deviation: 99.5 KHZ; (b) accuracy: 5% of
setting 25 Hz @ 1 KHz, (NB) 5% of setting 250 Hz @ 1 KHz, (WB) residual
FM: 20 Hz max @ 300 Hz to 3 KHz audio bandwidth; (c) frequency range:
5 Hz to 20 KHz 2 dB; (7) AM modulation: (a) range: 0 to 90%; (b)
resolution: 10% of modulation; (c) residual AM: 1.0% max @ 300 to 3 KHz
audio bandwidth; (d) frequency range: 100 Hz to 10 KHz 1 dB; (8) audio
modulation synth: (a) modulation types: 1 Khz tone, private line,
digital private line, single Otone DTMF, two-tone paging, 5/6 tone
paging, international select V, 20 tone general sequence, tone remote
control; (b) frequency range: 10 Hz to 20 KHz 1 dB; (c) modulation
output: level: programmable to 7.95 v peak; impedance: 100 ohms nominal
1 KHz tone; distortion: not to exceed 1.0%; input impedance: 600 ohms
nominal. The RF receiver shall have: (1) frequency: (a) range: 400 Hz
to 1 GHz; (b) resolution: 100 Hz; (c) accuracy: .5 ppm per year; (d)
spurious response: 40 dB typical; (2) sensitivity: (above 10 MHz) (a)
narrowband FM: 2.0 uV for 10 dB EIA SINAD; (b) wideband FM: 10 uV for
10 dB EIA SINAD; (3) FM deviation measurement: (a) demod range: up to
5 KHz in narrowband, up to 75 KHz wideband; (b) accuracy: 5% plus peak
residual FM; (c) frequency response: selectable per the following: low
pass filters: 300 Hz, 3 KHz, 20 KHz; high pass filters: 5 Hz, 300 Hz,
3 KHz; (d) demodulated: output level: .8 v peak per 1 KHz peak
deviation in narrowband and per 10 KHz deviation in wideband; (e)
output impedance: 100 ohms nominal; (f) project 25 compatible FDMA
digital C4FM modulation and either C4FM or CQPSK demodulation with
vocoding and embedded data testing; (g) BER (bit error rate) testing:
test capability, 1011 Hz tone test pattern, or a calibration test
pattern 5% BER for making BER measurement of the unit under test. This
simplified acquisition has an estimated value of less than $60,000. No
Request for Quotation (RFQ) will be issued and no response will be made
to letters or telephone requests for a copy of a solicitation. This is
not a request for competitive quotes but serves as a procurement
notice to fulfill public posting requirements in accordance with FAR
5.101(a)(1). Responsible firms believing they can provide the required
items are encouraged to identify themselves and give written
notification to the Contracting Officer. They must, however, provide
supporting evidence they can furnish the requested items at a cost that
will not exceed the total intended transaction cost. All responses will
be fully considered. If no affirmative responses are received by April
1, 1999 to the effect that a comparable source exists, an order will
be placed with Motorola, Inc. for the requirements stated here. SIC
