Financing Administration (HCFA) intends to award on a competitive
basis, under the Simplified Acquisition Procedure a pilot translation
project designed to translate selected English Medicare publications
into Chinese. The Asian American and Pacific Islander (AAPI)
Initiative, launched in June 1997 by the Department of Health and Human
Services (DHHS), identified and addressed the disparities in access to
the health and human services and in health status for AAPI
communities. HCFA recognizes and is responsible to these critical
disparities among the AAPI communities, one effective base level
intervention to address these disparities is a pilot project to
translate and disseminate easy-to-understand and accurate Medicare
information into Chinese, the largest of the AAPI language. It is
mandatory that the contractor have (1) experience in operating programs
in health and/or related areas targeting limited English speaking
Chinese/Asian American elderly, (2) experience in and capacity to
translate complex health care related material into Chinese, (3)
experience in working within community agencies which focus on limitied
English speaking Chinese/Asian American elderly, and (4) experience
working with government agencies on projects or contract management. A
