solicitation but rather a market survey to determine potential sources
for the Deep STARE program. The United States Air Force, Electronic
Systems Center, Strategic and Nuclear Deterrence Command and Control
(SND C2) system program office, is seeking a qualified contractor to
design, develop, integrate, test, and install replacement cameras for
the Ground-based Electro-Optical Deep Space Surveillance (GEODSS)
system. Replacement of the cameras is required since a source of supply
for the existing tube-based cameras no longer exists, and the current
supply will be exhausted by the beginning of 2002. This program is
time-constrained. The Deep STARE contractor will be required to begin
delivering the items mentioned below to prevent site downtime due to
Ebsicon exhaustion. Cameras are required for nine GEODSS telescopes,
located at the following three sites: Diego Garcia, BIOT; Maui, HI; and
White Sands Missile Range (WSMR), Socorro, NM. The Deep STARE
contractor will be required to (1) design and develop the replacement
cameras; (2) design and develop any required modifications to other
GEODSS hardware required to field a new camera, such as the sensor
controller/image processor; (3) replace the telescope/mount modular
precision angular control system (MPACS); (4) modify the GEODSS
software to adapt it to the new camera and MPACS; (5) test the
modification to ensure system performance requirements are attained;
(6) produce modification kits for each site/telescope; (7) install the
modification kits at each site; and (8) provide initial spares,
support equipment, training, technical orders, and technical data.
Commercial-off-the-shelf (COTS) or modified COTS solutions are
preferred. Specific performance requirements/goals for the replacement
camera and other program documentation will be posted on the World
Wide Web at http://herbb.hanscom.af.mil. Prospective offerors will be
subject to the following screening criteria: (a) secret security
classification; (b) experience with designing, integrating, and testing
optical sensors/detectors, control systems, software, and image
processing algorithms for space surveillance systems; (c) working
knowledge of GEODSS and the Air Force's space surveillance mission; and
(d) demonstrated technical and management processes sufficient to
accomplish the above efforts. Interested firms meeting the above
criteria must submit a statement of qualification along with supporting
documentation to ESC/NDWS, 11 Eglin Street, Hanscom AFB, MA 01731-2100
Attn: Lt Ted Conklin. Responses must be received no later than 30
calendar days after the date of this notice. The statement must
explicitly address the firm's ability to meet the above criteria and
should not be longer than 20 pages including any graphics, tables, or
photographs. Firms who submit qualification packages in response to
this notice are requested to identify prior contracts (by contract
number and issuing office) and Government points of contact (preferably
the buyer or contracting officer) where they have provided the same or
similar types of effort. Any offeror initially judged to be
unqualified will be provided a copy of the solicitation upon request,
and any offer such a firm may submit will be evaluated without
prejudice. This synopsis does not constitute an Invitation for Bid or
Request for Proposals and is not to be construed as a commitment by the
Government. The Government does not intend to award a contract on the
basis of this notice or otherwise pay for information solicited. All
small business and disadvantaged sources should identify themselves.
