This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. N47408-99-Q-1521 is issued and a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 97-03. CLIN 0001: QUANTITY (1 Lot); DESCRIPTION: Provide services for cleaning of Boilers No. 1, 2, and 3 in accordance with the following Statement of Work: Background: Accumulated scale on the inside walls of the steam and water/mud drums of Boilers No. 1, 2 and 3 needs to be removed. A qualified boiler/industrial service company needs to be contracted to remove the previously mentioned scale. Boiler No. 1, 2 and 3 name plate data and other specifics: MFG. BABCOCK & WILCOX BUILT 1941 TYPE: INTEGRAL FURNACE BOILER SER.#'s: 12328, 12329 and 12330 S/N: 0105-003-000 CAP: 50,000 DES. PR.: 450 LBS OPR. PR.: 430 LBS STEAM TEMP: 600F FUEL: Nat. Gas and #6 FUEL OIL STEAM DRM.: 53-7/8in diameter 21ft, 8-3/8in length WATER DRM.: 35-5/8in diameter 18ft, 9-1/8in length BOILER WET: 5700 gallons CAPACITY TECHNICAL QUALIFICATIONS: Contractor shall have at least 5 years experience in Industrial Boiler repairs and cleaning. Contractor must presently hold "U", "R", "S" Code stamps. All personnel doing work on the cleaning project shall be trained and up to date in confined space and personal protective equipment procedures. ACTUAL WORK STATEMENT: Remove all scale deposits in steam and water/mud drums of Boilers No. 1, 2, and 3. The work shall be performed in the following steps: 1. Perform lock out/tag out for object equipment. Object equipment includes fuel lines (Nat. Gas and No. 6 Fuel Oil), steam lines and feedwater lines. 2. Open boiler waterside and firesides. 3. Obtain confined space entry permit from local activity. 4. Remove steam drum internals prior to cleaning. 5. Clean steam and water/mud drums by sodium bicarbonate blasting. 6. Visually inspect steam and water/mud drums 7. Replace any removed steam drum internals after NFESC personnel have completed nondestructive examination of drums. 8. Close boiler waterside and firesides. 9. Remove lock out/tag out. All work performed shall be coordinated between MCRD, Parris Island Central Energy Plant, SC and NFESC personnel. Boilers will be cleaned on separate days and in conjunction with NFESC nondestructive testing of steam and water/mud drum internals. PERIOD OF PERFORMANCE: Field work is to be performed between the dates of 22 March and 2 April 1999. This time period is to include initial setup and break down once the work is completed. FAR Provisions 52.212-1 and 52.212-2, Evaluation-Commercial Items applies. Evaluation criteria will be technical capabilities, price, past performance. Offerors are to include a completed copy of FAR Provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies as well as FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items.
