required in response to this notice. Detailed information regarding the
mini-proposal submission requirements are provided at the following web
site: www.yuma.army.mil/contracting/RFP.html. USAYPG has a requirement
for Environmental Support Services. The intent of this contract is to
provide on-site augmentation support to the Government environmental
staff. The contractor will be required to maintain an on-site staff.
The contract is not intended for the management and administration of
the USAYPG Environmental Program. The contractor shall collect data,
conduct field surveys, prepare reports and other documents and provide
miscellaneous support as assigned by the installation Environmental
Sciences Division. Work assignments generally fall within the program
areas of air and water quality, ecology, pollution prevention,
environmental compliance, radiation and NEPA. Anticipated contract type
is firm-fixed-price with a task order line item. Contract period is
anticipated to be a base period of one year with seven one-year options
for a maximum duration of eight years. This acquisition is being
conducted using multi-phase techniques. This notice represents Phase I
of the multi-phase solicitation. During this phase the Government will
use the evaluation criteria provided at the web site stated above to
down-select to those offerors who will be invited to participate in
subsequent phases. Failure to participate in this first phase by
submission of the required mini-proposal will make prospective offerors
ineligible to participate in subsequent phases. Mini-proposals are due
no later than March 23, 1999, 4:30 PM MST. Federal Acquisition
Regulation (FAR) provision 52.215-10, entitled Late Submissions,
Modifications and Withdrawals of Proposals, is applicable to
submissions in response to this notice. Facsimile submissions are not
authorized. This requirement is 100% set-aside for small businesses.
This SIC code is 8711 with a size standard of $20M. All responsible
