request information (RFI) only for a competitive Two-Step Request For
Proposal (RFP) for the Brigade Area Barracks Revitalization project at
Fort Bragg, North Carolina. We solicit industry to comment on the
evaluation factors chosen for the solicitation. In Step-One, Request
For Qualifications (RFQ), interested parties submit information under
three categories: Past Performance, Experience and Management
Effectiveness . The RFQ will identify submitttal requirements, and
evaluation methodology. Qualifications will be reviewed and evaluated
against the minimum criteria. Past Performance is More Important than
Experience. Experience is More Important than Management Effectiveness.
Technical Evaluation Factors are more important than cost. There will
also be subfactors under each category, except Experience. The
subfactors under Past Performance will be Quality of Workmanship
(Record of quality to include cooperativeness, business-mindedness, and
interest in customer satisfaction, history on contract change proposals
to include changes that lower cost/improve performance, timely and
accurate proposals for equitable adjustment, changes that have been
withdrawn or dismissed as invalid, and implementation of Contractor's
Quality Control Plan). Timeliness (Adherence to approved schedule,
completion of punchlist item, and adequacy of initial progress
schedule), and Customer Satisfaction (Responsiveness to warranty
issues, correction of deficiencies, O& M Manuals and As Builts
preparation and turnover to customer, awards. Letters, commendations,
overall quality of performance, responsibility in meeting
suspense/milestones, past performance record for construction similar
in size, content and complexity to current requirement, and
references). Quality of Workmanship for accomplishing quality
requirements is More Important than Timeliness. Timeliness is
comparatively equal to Customer Satisfaction. Experience does not have
subfactors but includes Construction of similar Government
facilities/projects (Does the extent, duration and dollar value of
contracts cited demonstrate corporate experience in similar or related
programs? Specifically, the extent of involvement regarding scope of
work, objectives achieved, personnel resources utilized and how
previous contracts related to tasking under this effort will be
evaluated. Degree of experience in performing construction similar in
size, content and complexity to current requirement), Comparable size
of similar contruction projects (value) either government of
non-government (Degree of experience in performing construction similar
in size, content and complexity to current requirement. Does the
extent, duration and dollar value of contracts cited demonstrate
corporate experience in similar or related programs? Specifically, the
extent of involvement regarding scope of work, objectives achieved,
personnel resources utilized and how previous contracts related to

(Corporate experience demonstrated knowledge and ability to perform the
tasks in the SOW), and Safety program past and future. Qualification
for Management positions is More Important than Job Order Accounting
System and Significantly More Important than Mobilization/Startup Plan.
Job Order Accounting System is More Important than Mobilization/Startup
Plan. The subfactors under Management Effectiveness are Management Plan
(The corporate structure, the relationship between organizations
elements and their respective responsibilities that will participate in
the accomplishing the government's requirement. Soundness of proposed
management plan and corporate resources for overseeing and performing
the work. This includes qualification for management positions. The
offeror will be evaluated on the feasibility of the proposed management
approach for accomplishing the tasks specified in the statement of work
to include the following key personnel (project manager,
superintendent, quality control inspector, safety plan), andthe extent
of involvement with subcontractors), Project Control Plan (present
quality control plan and present safety plan), and Coordination of
Subcontractors (coordination and control of subcontractors, and
utilization of small, small disadvantaged and women- Owned business
concerns. Management Plan is More Important than Project Control Plan
which is Comparatively Equal to Coordination of Subcontractors. CCASS
will be reviewed and evaluated, the points of contracts provided will
be telephoned, and any other sources deemed necessary by the government
will be contacted. The design will be released in Step Two and offerors
will be requested to submit their pricing data. Award will be made to
the offeror whose proposal is determined to provide the "best value "
within the available funds constraint, following any discussions and
best and final offers, if applicable. 1st Brigade Barracks scope of
work includes the construction of nine barracks (four-story) buildings,
three (two-story) soldier community buildings, eight-double company
operations facilities, dining facility, three battalion headquarters
buildings, and brigade headquarters facility. Supporting facilities
include parking, concrete pavement, sidewalks, water, sewer, electrical
service, fire alarm system, storm drainage, erosion control measures,
information systems and landscaping. Project also includes the
demolition of multiple barracks buildings and other facilities within
the footprint of the project. Demolition of existing structures will
involved removal of asbestos containing materials. This announcement is
