AUTHORITY FAR 6.302-2, UNUSUAL AND COMPELLING FOR THE REVIEW OF OFFICIAL PERSONNEL FOLDERS FOR VERIFICATION OF FEDERAL EMPLOYEES BEING ENROLLED IN THE CORRECT RETIREMENT PLAN. The Aberdeen Area Indian Health Service proposes to award a Urgent and Compelling (FAR 6.302-2), firm-fixed price nonpersonal service contract to S. Harmon & Associates, Incorporated, to comply with a recent decision of the United States Court of Appeals for federal Circuit Center (Conner Vs USOPM), for employees who were placed in the Federal Employees Retirement System (FERS) and are now considered placed in the wrong retirement system. It is the Agency's responsiblity to review each Offical Personnel Folder (OPF) to determine if the employee is in the correct retirement plant. No solicitation is available for this Urgent and Compelling acquisition.
