synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The combined Synopsis/Request for
Quotation (RFQ) number is DAAE07-99-Q-Q017. The solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 90-46, dated 17 Mar 97. The associated
standard industrial classification code is 7373, with a size standard
of $18.0 million. The requirement is for a 498 Automated Site
Controller Multi-Station Upgrade for an existing 498 Automated Site
Controller. This is a hardware and software upgrade to the government's
MTS Corp. Remote Parameter Control System . The multi-station 498M ASC
option expands the base 498.22 and 498.23 systems with additional
hardware and software capabilities for independent control of up to 4
test stations from one box. Each independent station is configured
using a fixed number of DSPAD devices (increments of 4x8 channels). A
service engineer provides complete installation, calibration, and
operational checkout of the system at customer site. No options will be
included. Services are for TACOM/AMSTA-TR-VP, Warren, MI, and the
performance period will begin 30 days ARO. FOB Destination will apply.
Provision at FAR 52.212-1, Instructions to Offerors Commercial,
applies to this acquisition. The following factors shall be used to
evaluate offers: i) technical capability of the equipment/service
offered to meet the Government requirement and ii) price. Offerors are
advised to include a complete copy of the Provision 52.212-3, Offeror
Representations and Certifications Commercial Items. The clause at FAR
52.212-4, Contract Terms and Conditions Commercial Items, applies to
this acquisition. The clause at FAR 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders
Commercial Items, applies to this acquisition. This acquisition is
rated D04. The US Army Tank Automotive and Armaments Command intends to
negotiate solely with MTS Systems Corporation, 800 East Whitcomb Ave.,
Madison Heights, MI 48071. See numbered Note 22. Offers are due no
