synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are requested and a written solicitation
will not be issued. USSOCOM intends to issue a sole source, Firm
Fixed-Price, Requirements Contract for MT-2XX/SL parachutes to
PARA-FLITE Incorporated located at 5800 Magnolia Ave., Pennsauken, New
Jersey, 08109-1399 under request for proposal number USZA22-99-R-0008.
The solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-10. The
contract will have one base year with four option years. These
parachutes will replace existing inventory that has reached the end of
its authorized jump-life. The sole source procurement is based on
PARA-FLITE's parachutes being the only parachute certified as
"Authorized for Navy Use (ANU)" in accordance with NAVSEA Instruction
13512.1B. In accordance with FAR 6.302-1, and in conjunction with Naval
Sea System Command's (NAVSEA) standardization program, only this
specific make and model of technical equipment will satisfy the
agency's need for additional units or replacement items. Only one
source is available. Salient characteristics of the parachute are:
seven (7) cell main canopy and seven (7) cell reserve canopy with
static-line and free fall capability and be capable of accepting a
military CYPRES AAD. Interested parties may identify their interest and
capability to respond to the requirement and will be advised as to how
to submit their product(s) for future evaluation and possible
inclusion in the ANU listing. Parachutes will be delivered FOB
Destination to various Naval Special Warfare units. The provision at
52.212-1, Instructions to Offerors Commercial, applies to this
acquisition. The clause at 52.212-4, Contract Terms and Conditions
Commercial Items, applies to this acquisition. The clause at FAR
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders Commercial Items, applies to this acquisition. The
closing time and date is 1200, Friday, 12 March 1999. However, all
quotations received by the closing date of the Request for Proposal set
forth above will be considered by the Government. A determination by
the Government not to compete this proposed contract based upon a
response to this notice is solely within the discretion of the
