construction is between $10,000,000 and $25,000,000. Completion not
later than 330 calendar days. Project consists of architectural,
structural, mechanical, electrical, fire protection, communication, and
security renovation for modernization of administrative office space.
Brand name products are included in the specificiations. A fixed price
contract with award fee provisions is contemplated. Evaluation factors
will be included in the solicitation documents. All responsible
contractors may submit a proposal which will be considered. In order to
comply with the Debt Collection Improvement Act of 1996, all
contractors must be registered in the Central Contractor Registration
(CCR) to be considered for awad of a Federal Contract. For information

disadvantaged businesses contact their cognizant Small Business
Administration office to obtain Small Disaadvantaged Business
Certifiction. Without SBA SDB certification, a prime contractor nor a
federal agency can receive SDB credit when utilizing non-certified SBD
contractors/subcontractors. SUBCONTRACTING PLAN REQUIREMENTS: As part
of the technical proposal required, each large business offeror must
submit an acceptable subcontracting plan that will be evaluated. A
minimum of 70% of the total planned subcontracting dollars shall be
placed with small business concerns. At least 15% of the total planned
subcontracting dollars shall be placed with small disadvantaged
business concerns, to include Historically Black Colleges and
Universities/Minority Institutions, and a minimum of 10% with women
owned small businessess. This procurement is unrestricted and will be
issued on CD-ROM. There will be no charge for the plans and
specifications. The initial issuance of plans and specifications will
be by hard copy of the 60% plans and specifications. The 100% plans and
specifications will be issued by amendment on CD-ROM. Hard copies of
the 100% plans and specifications will not be available. All requests
