This solicitation notice is released to announce a USAF Academy Direct Conversion effort for Meteorological services conducted utilizing OMB Circular A-76, AFI 38-203, and AFMAN 38-209. The direct conversion methodology is being used to determine if it is more efficient for the government or a contractor to operate this function, and if applicable, to determine the selected contractor. For purposes of this acquisition, the Standard Industrial Code (SIC) is 8999 with a business size standard of $5.0 million. Non-personal service requirements include all personnel, supervision, equipment (except for government furnished equipment), vehicles, tools, materials, and other items to accomplish meteorological services on-site which include but are not limited to: surface weather observation, weather radar observation, weather forecasting, staff weather briefing, and aircrew flight weather briefing support for the Academy and out lying areas, equipment operation and maintenance, operation of the automated weather distribution system, the WSR-88D Doppler weather radar system, related small computers, the meteorological satellite, the automated surface observing system, the high wind alert system, and the lightning detection system. The contractor will be responsible for maintaining identified equipment and for installation of government-provided upgrades. The contractor will also be required to maintain a web page that provides up-to-date weather information to Academy personnel. Services shall be provided in accordance with all USAF and Academy procedures/regulations. The solicitation will be released on or after March 12, 1999.
