99-0001, on the Small Munition Dispenser Demonstration, is contemplated
for release within 30 days. A sources sought synopsis was published 26
MAR 98 for development of the Small Munition
Dispenser(SMD)Demonstration. The objective of the SMD demonstration is
to develop and demonstrate advanced dispenser technology associated
with the low cost carriage and reliable ejection of future smart
miniature munitions. The goal for this dispenser system or technology
will allow for maximum munition loadouts, efficient dispensing, and
reduced sorties. The government is seeking contractor developed
dispenser hardware and test support to be utilized for government
sponsored ground and flight-testing. Dispenser hardware, as a goal,
will be designed and built according to the F-22 main weapons bay
specifications. The dispenser system for demonstration shall be capable

efficient dispensing, and reduced sorties. The government is seeking
contractor developed dispenser hardware and test support to be utilized
for government sponsored ground and flight-testing. Dispenser hardware,
as a goal, will be designed and built according to the F-22 main
weapons bay specifications. The dispenser system for demonstration
shall be capable of carriage and ejection of 4 Miniature Munition
Technology Demonstration (MMTD) munition concepts and/or 8 Low Cost
Autonomous Attack System (LOCAAS) subpacks. The dispenser will be
capable of, as a minimum, individual release and multiple or ripple
release of subject stores. Mass property and performance data for
munition simulants will be Government furnished information (GFI) to
the contractor. This capability will allow all Air Force fighter and
bombers low cost dispensing of massed precision guided weapons, which
include LOCAAS and Small Smart Bomb (SSB). This program seeks cost
sharing between the Government and offerors via Section 845, Other
Transactions for Prototype. The program will be two phased with Phase
II designed as an option. Period of performance is estimated to be 37
months total. An Ombudsman has been appointed to hear serious concerns
from offerors or potential offerors during proposal development phase
of this acquisition. Routine or administrative questions should be
directed to the Contracting Officer or the Program Manager. The
Ombudsman does not diminish the authority of the program director or
the contracting officer, but communicates contractor concerns, issues,
disagreements and recommendations to the appropriate government
personnel. When requested, the Ombudsman shall maintain strict
confidentiality as to the source of concern. Potential offerors are
