USAID/Tanzania through the Regional Contracting Officer in Nairobi, REDSO/ESA, is soliciting proposals from responsible entities to further support the development of partnerships between the public and voluntary sectors for improved reproductive and child health in Tanzania. USAID/Tanzania plans to award a five (5) year technical assistance contract to achieve the Strategic Objective #1: increased use of family planning, maternal and child health and HIV/AIDS preventive measures. The purpose of this Offer is to obtain technical services to help the Mission, particularly the Office of Health and Population (HPO) team and its program partners meet defined performance measures necessary to achievement of SO#1. This will be a performance-based contract with cost reimbursement plus annual award fee based on performance. Tanzania has wide and growing number of non-governmental organizations (NGOs) working in reproductive and child health. USAID/Tanzania provides significant support to NGOs and currently funds three organizations which provide NGOs subgrants and technical assistance. There are varying levels of management capacity, skills, experience and sophistication among local NGOs. They implement a wide range of activities in reproductive and child health working either autonomously or in partnership with other NGOs, government and donors. Considered together the collection of NGO activities form a patchwork of services and information, rather than a streamlined, directed, and coordinated program within the health sector. USAID has agreed with the Ministry of Health to further support the development of partnerships between the public and voluntary sectors for improved reproductive and child health. The objective of the program is toencourage and support partnerships between the Government of Tanzania and a range of voluntary agencies to provide cost- effective health services for improved reproductive and child health among low income Tanzanian families. This will be a five year program of work implemented through a performance-based contract for an estimated annual amount of $4.0 million and depending upon availability of funds, a total of $20.0 million. Under this new program, voluntary organizations will receive technical assistance and grants to deliver quality reproductive and child health services, to increase demand for priority services, to advocate for improved access to reproductive and child health services and to promote and protect reproductive and child rights. The primary beneficiaries will be within districts, at ward and village levels, with a special emphasis on rural areas. This new voluntary sector health program will provide an important contribution to meeting USAID/Tanzania's strategic objective one (SO-1) to "increase the use of family planning, maternal and child health and HIV/AIDS preventive measures." And its three intermediate results: -Policy and legal environment for reproductive and child health improved -Availability of quality reproductive and child health services increased -Demand for specific quality services increased USAID encourages the participation to the maximum extend possible of small businesses in this activity.
