consulting, planning and minor A/E services to provide investigative
and consultative services to assist in identifying the feasibility,
practicality and composition of a nursing home and how it will be
integrated into the health care delivery system. Contractor to review
information provided by the VA but not limited to productivity
measures, current health care delivery systems, patient demographics,
physical structures, strategic and operational plan, etc. The primary
purpose of the review is to substantiate the necessity, location, size
planning and justification of a replacement facility to include acute
care beds, ambulatory surgery, nursing home and other contained
service elements within the new structure. A secondary purpose of the
review will be to verify strategic planning initiatives and identify
improvements in health care service delivery to include changes in
physical layout of health care services, consolidation of excess space
with cost savings achieved, and service improvements and
consolidations. Design in the physical layout of space is limited to
assignment of required space, not design of new space. Contractor will
make as many site visits as necessary to gather information, schedule
and interview staff and stakeholders, study the health care delivery
system and determine feasibility and effectiveness of improvements.
Estimate completion time for study is 45 calendar days. Only firms that
specialize in health care design and/or health care management
consulting will be considered. Those firms determined to be the most
highly qualified will be rated on the following evaluation factors in
descending order of importance: 1. Specialized experienced and
technical competence in health service design; 2. Previous experience
of the proposed project team; 3. Professional capacity to perform
within time limitations; 4. Miscellaneous experience and capabilities;
5. Awards; 6. Litigation. The geographical area of consideration is a
3 hour commute radius within the continental United States. Firms
which meet these requirements are invited to submit completed Standard
Forms (SF 254 and 255) to the Contracting Officer no later than Close
of Business (4:30 PM EST) 3/26/99. SIC Code 8711 is assigned to this
