The contractor shall furnish all supervision, labor, supplies, and materials to determine the type, nature, characteristics, and present extent and condition of various materials located in the Huntington District; to include the entire states of West Virginia, Ohio and Kentucky. The contract will be a Firm Fixed Price, Indefinite Delivery type contract, competitively negotiated NTE $3,500,000. The contract will be awarded for a base year with two option years. The award will be made as a whole to the offeror whose proposal conforms to the solicitation and has been determined to be the most advantageous to the Government, all factors considered. The contractor will be required to provide one drilling rig to the work site within 24 hours of notification; two rigs within 72 hours of notification; and six rigs within a week of notification.
