advantage and schedule constraints, the U.S. Army Engineering & Support
Center, Huntsville, intends to make a sole source award to HY-TEK
Manufacturing Company, Inc., 1998 Bucktail Lane, Sugar Grove, Illinois
to fabricate various Simulation Equipment Test Hardware (SETH) and
associated components. SETH is used to avoid the hazards of working
with actual chemical munitions. SETH will be used at ten CONUS U.S.
Army Chemical demilitarization facilities for vendor testing and
mechanical checkout, systemization and optimization testing,
pre-operational inspection, maintenance during operations, training of
operations and maintenance personnel, and demonstrations. At this
time, the Government does not anticipate additional SETH manufacturing
support beyond the life of this impending contract. In order to meet
our customer's needs, this work must be awarded this fiscal year and
product must be delivered within six months of award. HY-TEK
Manufacturing has been involved in SETH design and manufacturing since
the beginning of the Chemical Demilitarization program, about 12
years, and is benefitted by many lessons learned. HY-TEK Manufacturing
is completely tooled to perform this work and will not require the
normal start-up time which would be necassary for a company not tooled
and familiar with this specialized work. The items required include
but are not limited to the following inert items: 105mm M60 Projectiles
replicas, 155mm M110 Projectiles replicas, M55 Interchangeable Rocket
replicas, M23 Land mine replicas, TMU-28 Spray Tank replicas, and their
associated inert components. The contractor will stencil, package, and
ship the completed items. The contractor shall establish a Government
approved quality control system that can be spot checked by the
Contracting Officer's Representative (COR) during the munition
fabrication/modification process. Deliveries will be F.O.B. Destination
to various CONUS wide Chemical Demilitarization Facilities. A
firm-fixed price Indefinite Delivery/Indefinite Quantity type contract
containing a base year and four one-year option periods shall be
awarded. First Article Inspections will take place as required. The
Standard Industrial Code applicable for this acquisition is 3462. This
synopsis of intent to make a sole source award is not a request for
proposals. Small businesses who can provide the required items are
invited to submit in writing an affirmative response which includes, as
a minimum, the proposed credentials and qualification, any applicable
pricing data, past experience manufacturing SETH, and any additional
information indicating a bona fide ability to meet this specific
requirement. All responsible sources may respond to this synopsis, and
all such responses will be considered by this Agency. Responses are to

If no written responses are received within 30 calendar days, a sole
