41 -- STUDY OF PERFORMANCE AND INTEGRATION OF A MODIFIED REFRIGERATION UNIT SOL W13G07-9041-2003 DUE 030599 POC jbaldwin@natick-notes02.army.mil SOLE SOURCE: The U.S. Army Soldier and Biological Chemical Command has a requirement for the study of the performance and integration of a modified commercial refrigeration unit to determine its suitability to meet the Marine Corps requirements. Carrier TRANSICOLD Division, Carrier Corporation (Athens, GA) has been identified as the only source that is able to meet the specified requirements. This procurement shall include modifying the refrigeration unit, installation, verification testing and data gathering. A new refrigeration unit is needed for replacement of older units in the Marine Corps existing 8ft x 8ft x 10ft ISO refrigerator-container, Military specification MIL-R-44015(GL). Modifications shall be made to the refrigeration unit to meet the interface requirements of the container. The interface requirements are: opening for mounting the container is 38.75 inches wide by 27.5 inches high, the maximum dimensions for the condenser unit (portion of the one-piece unit that remains outside the container) shall be 71 inches long x 50 inches high x 18 inches deep. Verification testing shall include: Air leakage/Air Tightness Test: The refrigeration unit with adapter shall be installed on the container and an air leakage/air tightness test shall be performed. The air leakage/air tightness test shall be performed using Truck Trailer Manufacturers Association Recommended Practice 38-95, test No. 5.0 or International Standard Organization (ISO) 1496-2, fourth edition, test No. 13. The Air leakage/air tightness rate determined for this test shall be reported along with all test data. Thermal/Heat leakage Test: The refrigeration unit with adapter shall be installed on the container and a thermal/heat leakage test shall be performed. The thermal/heat leakage test shall be performed using Truck Trailer Manufacturers Association Recommended Practice 38-95 test No. 6.0 or International Standard Organization (ISO) 1496-2, forth edition test No. 14. The thermal/heat leakage rate determined by this test shall be reported along with all test data. The thermal/heat leakage rate shall form the basis for the capacity requirement. Capacity Tests: The refrigeration unit shall be tested for capacity at two test conditions. The first test shall determine the refrigeration unit capacity with air temperature entering the evaporator at 0 F + 1 F using Air-Conditioning and Refrigeration Institute Standard (ARI)1110-92. The capacity of the refrigeration unit shall be reported along with all test data. The second test shall determine the refrigeration unit capacity with air temperature entering the evaporator at 35 F + 1 F using Air-Conditioning and Refrigeration Institute Standard (ARI) 1110-92. The capacity of the refrigeration unit shall be reported along with all test data. Heat Capacity: The heat capacity of the refrigeration unit shall be tested using Air-Conditioning and Refrigeration Institute Standard (ARI)1110-92. The heat capacity shall be reported along with all test data. A visual inspection at the contractors facility shall be conducted to determine: How the defrost system operates; how the drainage system operates; how the moisture detection system works; how the unit is constructed; that the unit contains no ozone depleting substances; how the temperature control system works; the power requirements for the refrigeration unit; the finish for the refrigeration unit; the weight of the refrigeration unit; and the refrigeration unit controls. The time table for this procurement is one month. Modifications to the refrigeration unit shall begin immediately upon notification of contract award. The Government Furnished Equipment (GFE) refrigerator-container shall be received at the contractor's facility within 5 days after contract award. Testing shall begin immediately once the GFE refrigeration unit arrives. Testing shall be completed within 15 days from contract award. Government representatives shall conduct visual inspections at the contractor's facility and may witness any testing during this contract. A report containing the test results shall be provided within 20 days from contract award. Reponses to this announcement shall be received no later than 05 March 1999.
