The Naval Air Warfare Center Aircraft Division (NAWCAD) at Patuxent River, Maryland has a requirement for five (5) parachute recovery packages, part number 783013-1. The Government intends to contract on a sole source basis with Irvin Aerospace, Inc., 1 Irvin Place, Hope Mills, North Carolina 28348. Irvin Aerospace is the only known source for providing these parachute recovery systems, as it is mandatory that the recovery systems are compatible with the weapon systems being tested and these parachute recovery systems have already performed first article testing under another contract. It is essential that these additional systems be fully compatible with the equipment they are designed to support in order to provide for interoperability. This procurement is being processed in accordance with the Simplified Acquisition Procedures, Part 13 of the FAR. This is a request for quotation (RFQ) number N00421-99-Q-1073. Procurement will be made via a DPAS "DO" rated Government purchase order, which will incorporate provisions and clauses in effect through Federal Acquisition Circular 97-10 and Defense Acquisition Circular 91-13. The applicable SIC code is 3812.
