Threat Reduction Agency (DTRA) has a requirement to expand the
Second-order Closure Integrated PUFF (SCIPUFF) model to meet the
warfighters' needs in the area of hazard prediction for Nuclear,
Radiological, Biological and Chemical (NRBC) events. SCIPUFF is the
atmospheric transport model in the Hazard Prediction and Assessment
Capability (HPAC) developed at DTRA. SCIPUFF must provide accurate
hazard predictions from the local (<1 km) to regional/global (1,000
km) scale utilizing varied weather observations and prognostic weather
models. The code must utilize real environments to provide an accurate
best estimate of the hazard in four dimensions and the uncertainty
associated with that estimate. These real environments include, but are
not limited to, terrain, landcover, urban areas, vegetative canopies,
humidity, cloud cover, and precipitation. Additionally, possible
deaths/casualties resulting from the hazard along with the uncertainty
must be calculated utilizing a global population database for static
and dynamic populations. The subject solicitation will be provided on
