The Department of Energy (DOE) intends to issue an RFP for the
fabrication and production of Tritium Producing Burnable Absorber Rods
(TPBARs) in quantities necessary to meet the nation's defense-related
tritium stockpile requirements. A two-phased procurement process will
be used with an RFP issued for only Phase I at this time. Multiple
contract awards for Phase I work are anticipated. Only those
contractors selected for Phase I will be allowed to compete for Phase
II. Evaluation criteria and any additional Phase II requirements will
be transmitted to Phase I contractors prior to the conclusion of the
Phase I period of performance. One contractor will be selected to
continue performance of Phase II. The Phase I scope of work consists of
the assembly of up to 6,000TPBARs with major components provided as
government-furnished material. A fixed-price supply contract will be
used for this portion of the work. Some technical support services will
be required under Phase I and shall be performed on a labor/hour basis.
The Phase II scope of work will require the manufacture of up to 6,000
TPBARs per year and assumption of designer-of-record responsibilities.
Fixed-price supply terms and conditions shall apply to Phase II. The
period of performance for Phase I shall not exceed six years. The base
period for Phase II will be no more than ten years with three option
periods of ten years each. The periods of performance for Phases I and
II may overlap. A Qualification Criterion applies as follows: Offerors
shall have an active quality assurance program as prescribed by 10 CFR
50, Appendix B, Quality Assurance Criteria for Nuclear Power Plants
and Fuel Reprocessing, that specifically addresses activities contained
in the Scope of Work. Proposals failing to meet this Qualification
Criterion will be eliminated from further consideration. Potential
offerors are advised that portions of the TPBAR design specifications
are classified. Therefore, any offeror must be able to obtain a
favorable Foreign Ownership, Control orInfluence determination prior to
contract award indicating that access to classified information or
material would not pose an undue risk to the common defense or security
of the United States. In addition, appropriate facility and personnel
security clearances would be required prior to performance of work
associated with classified matters. The RFP will be released on or
about March 19, 1999. A preproposal conference is planned for April 20,
1999 at a location yet to be determined. Offers will be due May 19,
1999, no later than 3:00 p.m., local time. The RFP will be available
