is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation. Quotations are being requested and
NO WRITTEN SOLICITATION WILL BE ISSUED. The Solicitation Number is
MDA410-98-Q-0017. This requirement will be procured using simplified
acquisition procedures. The Department of Defense Education Activity
(DoDEA) is an education activity and qualifies for academic/educational
pricing. DoDEA on behalf of the Quality of Life Office, requires expert
assistance to design/write, edit and distribute the quarterly
newsletter, "The Military Community Life". The newsletter serves as an
important vehicle providing the most current information on
Legislative and policy changes, research, model programs, best
practices, and current events in the community support/quality of life
area. GENERAL REQUIREMENTS: A Kick-off meeting will be held with the
COTR five (5) days after contract award. The Contractor will distribute
approximately 13,000 newsletters (and maintain a supply of
approximately 300-400) to policy makers, military and civilian leaders,
program managers, service providers and others involved in delivery of
Quality of Life programs, services and initiatives. The contractor
will maintain a current data file of addresses/mailing list, update
with new readers on a quarterly basis and eliminate obsolete addresses
through coordination with the US Postal Service and semi-annual
request for address corrections in the Newsletter. The contractor will
develop, write and edit four (4) 12 page (81/2" x 11", double column
format) newsletters per fiscal year. The general appearance and format
of the current newsletter shall be maintained; however, suggestions
and recommendations for improvements in content and format are
encouraged throughout the duration of the contract. Each issue will
contain a balanced slate of information news and feature articles
representing all Quality of Life programs. Content will be drawn from
contacts with ODASD (PSF&E) Directors and staff, community and family
program personnel, and donation of articles submitted by authors and
researchers in the military quality of life field. Those
offices/individuals will be contacted for suggested topics for the
following issue as soon as one issue is finalized. Suggestions will be
submitted to COTR within 10 working days following the printing of the
previous newsletter. Once topics are approved or revised, Contractor
will research and write articles and obtain appropriate photos or
graphic elements. All draft articles and proposed photographs/graphic
art will be submitted to the COTR by the last working day of the first
month of each quarter (October, January, April, July) for review and
approval. Page proofs and layout and design of newsletter will be
submitted to COTR within 10 working days following receipt of approved
articles. Newsletter will be folded for mailing, addresses affixed and
mailed within three (3) working days of printing. The following
clauses/ provisions apply to this solicitation and are in effect
through FAC 97-10 and DAC 91-13: FAR 52.212-1, Instructions to
Offerors-Commercial; 52.212-2, Evaluation-Commercial Items. A single
award will be made to the responsible offeror whose offer conforms with
all requirements of this solicitation and whose proposal reflects the
best value to the Government. Proposals will be evaluated based on
TECHNICAL CAPABILITY -- thoroughness and practicality in proposed
technical approach, abilities to produce newsletter (e.g., ability to
research, write, edit, etc); PROJECT PERSONNEL/ADMINISTRATION --
appropriateness of educational backgrounds, professional experiences
and accomplishments, sufficient management control to assure the work
will be completed as required, identify and correct problems; PAST
PERFORMANCE/ UNDERSTANDING OF THE MILITARY COMMUNITY -- demonstrates
ability and past experience in producing military quality of life and
military public affairs newsletters, demonstrates clear understanding
of military communities and community/quality of life programs,
understanding of the military structure/community and ability to search
and obtain facts and information through appropriate channels; and COST
-- While cost is an important consideration, Technical capability and
past performance when combined are significantly more important than
cost or price. The following clauses/provisions are incorporated by

52.222-37, Employment Reports on Special Disabled Veterans and Veterans
of the Vietnam Era. The following DFAR provisions are hereby
incorporated by reference: 252.204-7004, Required Central Contractor
Registration and 252.232-7009, Payment by Electronic Funds Transfer
(CCR). The SIC code is 2732. CLIN 0001 -- April Quality of Life
Newsletter; CLIN 0002 -- July Quality of Life Newsletter; CLIN 0003 --
October Quality of Life Newsletter; and CLIN 0004 -- January Quality
of Life Newsletter. The following items shall be submitted in writing,
to the address shown above, by 4:00 p.m., EST, 10 Aug 98: 1. Proposal,
along with Representations and Certifications; 2. Optional -- Product
sample (sample of similar work, not to exceed 25 pages). Samples will
not be returned; 3. Two references (point of contact name and telephone
number). Contractors are also requested to provide Tax Identification
Number, DUNS Number and CAGE Code, if available. Fax proposals will not
