for Information Use of T.O. 00-20-14 in Performance of the Air Force
Precision Measurement Equipment Laboratory (PMEL) A-76 Competitive
Sourcing. This is a request for information only. This is not a Request
for Proposals; we are only requesting industry feedback on an aspect of
the PMEL acquisition strategy. The Air Force may issue a solicitation
with single or multiple awards to one or more offerors for the
operation of PMELs worldwide. The Air Force will not pay for
information received in response to this Request for Information. While
your responses may affect the ultimate acquisition strategy, no
proprietary or sensitive information will be shared among offerors. The
Air Force is considering relaxing the requirement to use T.O. 00-20-14
in the performance of PMEL activities. We would appreciate your input
regarding this concept, keeping in mind that traceability to the
National Institute of Standards and Technology (NIST) is one of the
objectives of the PMEL A-76 Competitive Sourcing. A.)Specifically,
please address the following questions: 1.) What are pros and cons of
relaxing this requirement? Please address these from an offeror point
of view as well as a Government point of view. Address cost
considerations in your response. 2.) Are there portions of this T.O.
that should be retained in the performance of this requirement? 3.) How
would you ensure systems and equipment measurements are accurate,
uniform, reliable, and traceable to NIST, or other Department of
Defense approved sources without using T.O. 00-20-14 procedures? 4.)

has been appointed to address concerns from offerors or potential
offerors during the proposal development phase of this acquisition. The
Ombudsman does not diminish the authority of the program director or
contracting officer, but communicates contractor concerns, issues,
disagreements, and recommendations to the appropriate Government
personnel. When requested, the Ombudsman shall maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
