Support Center, JDavis2@psc.gov. DHHS/PSC has a requirement to continue
to fulfill the mandate of the Substance Abuse and Mental Health
Services Administration (SAMHSA)/Center for Substance Abuse Treatment
(CSAT) to develop, apply and disseminate knowledge on substance abuse
(SA) treatment. SAMHSA is required to disseminate timely, relevant data
and other critical information as rapidly as possible to key
representatives of the SA treatment field; and to disseminate
educational information geared toward enhancing the general
understanding and acceptance of SA treatment to its consumers and those
who provide treatment services. This is accomplished in part through
the "CSAT by Fax" and "Substance Abuse in Brief" programs. The
Contractor shall submit a listing of all databases, research and
reference sources accessed by the Contractor and intended for use in
the development of the knowledge dissemination periodical series. The
Contractor shall produce and distribute "CSAT by Fax" twice monthly,
and up to nine additional issues on an "as-needed" basis, as new
developments may require. These shall be one to two page summaries of
research or other findings on the general need for, and effectiveness
of SA treatment in the nation, geographic regions, states, or by
special population groups or specific substances to be disseminated by
electronic facsimile by the Contractor to a recipient list of
approximately 4,000 specialists, researchers, and clinicians in the SA
treatment field. This publication is to be designed to serve a highly
technical audience. The Contractor shall also produce "Substance Abuse
in Brief", a four-page journal providing concise information on the
causes of addiction, effective treatment, treatment needs of special
populations, the benefits of treatment and other topics to promote
greater understanding of addictive disorders and of SA treatment, for
monthly distribution to approximately 30,000 (identified by the
Contractor) professionals, decision and policy makers working with, but
not as part of, the SA treatment field. This moderately technical
publication is to be designed for a broad and cross-cutting audience of
professionals. The Contractor shall also submit one bound volume of
each publication containing all disseminated issues for each
publication, and cross-index by topics for distribution at the end of
the period of performance. The proposed simplified acquisition is for
services for which the Government intends to award to only one source,
the Center for Substance Abuse Research (CESAR) in College Park, MD,
under authority of FAR 6.302-1. A ready access to a pool of
dissemination targets already developed by a scientific and
professional research vendor with immediately accessible technology
transfer and dissemination capability, such as CESAR, will
significantly enhance the ability of the agency to perform assigned
tasks in a timely and state-of-the-art manner. Interested firms may
identify their interest and submit clear and convincing data
substantiating their capability to furnish this requirement including
technical and pricing data. This notice of intent is not a request for
competitive proposals. However, all proposals received within 15 days
after publication of this synopsis will be considered by the
Government. Information received will normally be considered solely for
the purpose of determining whether or not to conduct a competitive
procurement. A determination by the Government not to compete this
proposed simplified acquisition based upon responses to this notice is
solely within the discretion of the Government. No solicitation
package is available. Any requests will be considered nonresponsive.
Responses must be in writing and refer to 99M004258 to the attention of
Jo-Lynn Davis. If no affirmative responses are received, the
Contracting Officer will proceed to issue a purchase order to CESAR.
