a need for organic analysis for hazardous waste field samples for
various organic compounds using GC/MS, GC/MS with purge and trap,
GC/EC, GC/FID, and GC/NPD technologies. Analyses for medium and low
concentration levels will be required. Procedures have been defined for
analytical methods, QC and preparation and submission of data. Data
will be requested with a 35 or 14 days turnaround. There will also be
a Labor Hour Pool component which will be used to analyze samples that
contain interferences, are comprised of complex matrices, require
lower concentration levels, and/or require parameters not specified in
fixed methods component of SOW. The SIC Code is 8734. This Mini-REAP,
Organics represents a subset of the region's requirements which has
been set-aside for Small Business. See Note 1. It is the Government's
intention to competitively negotiate a Fixed Unit Price, Indefinite
Delivery/Indefinite Quantity contract for methods and labor hour
categories. The resulting contract will be for a Base Period of 2 years
with one 1-year option period. This procurement will utilize a two step
technical approach where (1) an offeror will submit a written technical
proposal and (2) satisfactorily analyze one round of Performance
Evaluation (PE) samples, perform Method Detection Limit (MDL) studies
and participate in an oral presentation. In addition an offeror may be
required to meet additional technical requirements with an acceptable
laboratory evaluation. Award will be based on the proposal which
represents the best value to the Government. The anticipated release
date of the RFP is March 10, 1999. See Note 26. Offerors are directed
