Synopsis dated January 28, 1999, Submission No. 292219 is corrected to include four option items. The Naval Surface Warfare Center, Dahlgren Division intends to award a contract for 3,700 Low Energy Exploding Foil Initiators (LEEFI). The contract will include four Option items. Option I is for 1,000 additional LEEFIs. Option II is for 1,000 Hermetic Chip Slappers. Option III is for 90 LEEFIs with Varcel Barrels. Option IV is for five additional tests days. The contract will be awarded to Reynolds Systems, Inc (RSI), P. O. Box 1229, Middletown, CA 95461-1229. These items are to be manufactured in accordance with NAVSEA DRAWING NUMBER 7244077 (Initiator, Low Energy Exploding Foil), WS33495 Appendix C, and Criteria Safety Item Product Fabrication specification for a Low Energy Exploding Foil Initiator (WS33495 Appendix D) which is classified confidential. RSI is the only company qualified by Sandia National Laboratory to press the explosive HNS-IV; this fact precluded consideration of another manufacturer. See CBD Note 22. The Naval Surface Warfare Center, Dahlgren Division,Dahlgren Laboratory Procurement is implementing Electronic Commerce (EC) in the acquisition area, therefore synopsizing and resulting solicitations with any applicable amendments will only be available on the World Wide Web at http://www.nswc.navy.mil/supply. Hard copies WILL NOT BE provided. Vendors should regularly access the NSWCDD Web site to ensure that they have downloaded all amendments. For solicitations issued after 1 June 1998, DoD will no longer award contracts to Contractors not registered in the Central Contractor Registration (CCR) database.
