a Broad Agency Announcement (BAA) for research and development to
support 1) investigations into Command and Control theory, experiments,
and assessments; 2) research and analysis related to the design,
development, and acquisition of C4ISR systems and related information
infrastructure; and 3) the conduct of activities to maintain and
enhance a research and analysis infrastructure for the C2 research
community. The C4ISR Cooperative Research Program (CCRP) undertakes a
program of research and related initiatives that are designed to
improve the state of the art and practice of Command and Control and to
further the process of designing, refining, and implementing mission
capability packages (MCPs) to embody JV2010 and respond to future
national security challenges. MCPs consist of coherent packages of
forces, command structures and arrangements, organizations, C4ISR and
weapons systems, doctrine, education, and training that enhances
readiness and performance in selected mission areas. The CCRP is
particularly interested in 1) undertaking research and development
efforts, under this contract, that contribute to a better understanding
of the role information, command arrangements, and architectures make
to achieving information superiority, which in turn enables the
enhanced operational concepts discussed in JV2010, and 2) undertaking
research that provides improved representations, models, tools, and
methods to enable us to explore and experiment with information and
command arrangements in the context of MCPs. More information about the
CCRP may be found on its hompepage at: www.dodccrp.org. PREPARATION OF

be submitted at any time before 2 Nov 99 and will be reviewed,
evaluated, and if selected, funded as they are received. For those
proposals that warrant funding, a formal proposal will be required.

not later than 31 Dec 99, the final date for proposal submission under
this BAA. Proposals shall be valid for a period of not less than 180

the Government. The cost of preparing proposals in response to this
announcement is not considered an allowable direct change to any
resulting contract or other contract. The contractor's proposal (or any
part thereof) may be incorporated into the resultant contract by
reference. BASIS FOR AWARD: One of the following three actions will be
taken after the evaluation of a submitted concept paper: the offeror
will be awarded a firm fixed price contract for the work proposed, the
offeror will be asked to clarify or modify the proposal and resubmit,
or the offeror will be notified that the CCRP has no interest in
undertaking the proposed effort at this time. Offerors are advised that
only contracting officers are legally authorized to contractually bind
or otherwise commit the Government. Priority consideration will be
given to offerors that can demonstrate that the product of the proposed
research would be utilized by another DoD organization and/or propose
collaborative research efforts that are supported by other DoD
organizations. Concept papers will be evaluated based upon 1) the
contribution of the proposed work to advancing the goals and objectives
of the CCRP 2) the qualifications of the project team, 3) the proposed
technical approach and project plan, and 3) the offeror's past
performance. Although cost is not specifically weighted as such, it
will also be considered in the evaluation process in terms of cost
realism, and as proposals become more equal in technical merit. Any
proprietary data/information submitted to the government shall be
marked accordingly. The provisions of DFAR 227.7102-2, Rights in
Technical Data, will apply to any resulting contract issued under this
BAA. MISCELLANEOUS: This CBD notice itself constitutes the BAA as
