at least 29 buoys not later than 1 June 1999 in the Kuskokwim River,
Alaska. Maintain the buoys for the summer and remove all buoys on or
about 15 October 1999. The buoys shall be installed under the
supervision of a competent person who has not less than five seasons of
experience in the operation of motor vessels of at least 10 foot draft
on the section of the river in which the buoys are to located. The
contractor shall have recent experience operating vessels upon the
Kuskokwim River. Recent experience is defined as having made no less
than ten transits in vessels of at least 10 foot draft upon the river
between Port of Bethel and the mouth of the Kuskokwim River in the past
12 months. The person shall have local knowledge of the location of the
most desirable channel for vessels within a maximum draft of fifteen
feet. The specified buoys, and any additional buoys that river
conditions require, shall be installed in positions to best mark that
channel. Solicitation to be issued onor about 3/10/99. This is a total
small business set aside. The standard Industrial Classification,
classified as 4492, and the applicable size standard is 5 million in
annual average gross revenue of the concern for the last three fiscal
years. Award will be made to the responsible firm offering the lowest
price. All responsible sources may submit a bid, proposal, or
quotation, which shall be considered by the agency. Contracting Office
