a combined synopsis/solicitation for commercial items in accordance
with the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation number is
DTRA01-99-Q-2564 and is issued as a request for quote. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-02. This procurement is set
aside for small business, see Note 1, under Standard Industrial Code
(SIC) 5045. The provisions at 52.212-1, Instruction to
Offerors-Commercial, and any addenda, applies to this acquisition.
Provision 52.212-2, Evaluation-Commercial Items, is hereby incorporated
with the following factors to be included in paragraph (a): Low
responsive, responsible offeror. Price, Warranty, Training. Offerors
must include a completed copy of the provisions at 52.212-3, Offeror
Representations and Certifications-Commercial Items, with the offer.
The clause 52.212-4, Contract Terms and Conditions, and any addenda,
apply to this acquisition. The clause 52.215-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, applies to this acquisition. This acquisition
is rated DO under the Defense Priorities and Allocations Systems. DTRA
requires a communications architecture to provide a
commercial-off-the-shelf (COTS) system that meets the following
performance criteria: (1) ability to create, schedule and manage
multipoint teleconferencing for a minimum of 24 users and scalable for
larger utilization. (2) Realtime collaboration, application sharing,
transfer of files, text-based chat and whiteboard features. (3) The
ability to share multimedia files such as avi, mov or flc of at least
20MB size. (4) The ability to conduct teleconferences in both
classified and unclassified modes. (5) Minimized requirements for
manpower to operate and maintain the system. (6) A self-contained
system that does not require excessive peripherals, software, licenses
and training. (7) Compliance with the T120 data standard. (8) Allow
conference attendees to participate with a minimum computer (P-90 or
higher). (9) The capacity to inter-operate with commercial and
government communications infrastructures (10) The ability to
centralize or decentralize meeting scheduling and administration. (11)
Minimal cost including maintenance and improvements. OTHER
